Steam overlay/chat in Ironman mode

Anyone else having trouble with the overlay and chat after the patch?

Can't Shift+Tab into the overlay and the chat pop-ups don't flash either.

Edited to add, both CKII and EUIV, but not sure if it's a bug or a feature, ergo not the respective bug forums

Are you sure you have it enabled in the Steam client? You should check both the settings for the Steam client. Click Steam->Settings->In Game. Also see the settings for each game. Right click on each game in your library to see their properties.
