Could Paradox manage such a feat?
There are already a ton of them being made. Rimworld, Mars Colony Challanger, Unclaimed World, Planet Explorers, Moonbase Alpha and Spacebase DF are the ones I'm aware of. These are just recent games too, I could mention older games like space colony, alpha centauri and so on. They don't all involve the moon or mars and they aren't all the same but they are all space colony games. That said I still wouldn't dismiss Paradox for attempting one and there would be lots of colony strategy games I could potentially be interested in so I don't mean to crap all over your idea. I'm just pointing out that it's a pretty saturated niche market without anyone else getting involved. Than again, so is WWII strategy games and for my whole gaming life it always has been yet HOI still managed to stand out.
It depends what you mean by grand strategy. If you mean 40 or so races/civilizations/factions than no. If you mean a game that has military, economic, diplomatic and espionage aspects over a long time period there still are plenty. That's not to say there is no space (pardon the pun) for an original take on one. As I already said, WWII strategy games have always been a saturated niche market for as long as I can remember but yet HOI still stood out.Problem is, that there is no grand strategy space colonization games at all. No grand strategy space empire games aswell.

Sadly, the the whole being of the 4X genre has been perverted into arcade'i stuff such as Civ series, Master of Orion series and many more. There is nothing wrong with them, but it would be fresh to see a non-arcade approach to 4X. This might be the same reason, why HoI stood out. It wasn't another RTS with flashy effects, but a non-arcade'i take on WW setting.
Paradox should do a game like Alpha Centauri. A hard sci-fi, deep strategy that doesn't mess around with petty sunshine and optimism.

I mean didn't NASA have some applications to live on Mars and over 100000 applied (who wants to live on Terra, right?), I don't remember when the chosen few people would get to go though.Really?
