That converting a town into a special city would reduce it down to being surrounded only by the bordering tiles and destroying all the buildings built in it.
 
When do you guys convert into special cities anyway? I've never managed to find a good timing for it yet, because I risk starvation/bankruptcy whenever I do so. Or should I just spam settlers, and only maintain one city for each world or something? I've thought of doing that, but then I face difficulty with getting overwhelmed by monster spawns without it so I haven't been inclined to actually do it yet.

The instant you found it. There's no point burning a perfectly functional city to make a special city. Decide if a city is going to be "special" in advance and do it right away.

Only exception would be if you find a really good spot for a city, and you are at cap. Then it might be worth converting one of your other cities, in order to free up a slot.

Expect if there is a place for better city available and current city was only temporary full city until something better arrived.

Many early game cities can be candidates to become special cities later.

Usually my early gold/mana/food farming cities are later converted to special cities, if they are inferior to later cities that can replace them. But sometimes timing can be difficult.

Also, do any of you use fort cities? Can't seem to find a use for them, frankly, other than a emergency measure if you know one of your cities seem to be without hope, but that's a desperation tactic that I'd rather not be in the situation to use.

You usually just need one or two units hanging around to deal with new lairs that pop up. So once you clear all the lairs out you could probably just leave a couple guys behind to guard against new lairs. Until late game of course if you're playing Exiled mode.

As for fort cities, I usually just put them at portals. A lone fort can usually hold the line against any wild monsters that try to come through. I also convert frontline captured cities into fort cities when I'm at war, as they can be a little useful there. And I can always replace them later once the war has moved on.
