Better than recommended

Will this run the game on a resolution of 1080p?

It runs Simcity, I hope it'll run Cities Skylines:

AMD Athlon II X4 640

Just curious, anyone know if a Microsoft Surface Pro 3 can run this game, and if so, how well? Let's assume the SP3 i5 with the following:

Graphics: Intel HD Graphics 4400
RAM: 8GB LPDDR3
Screen: 12-inch, 2160 x 1440 multi-touch (ClearType, 3:2 aspect ratio)
Storage: 256GB SSD
