Saiyans. Low population(there were only a few thousand at the moment Vegeta exploded) with frequent civil war events to stunt their growth. Very, very high tech cost; dependent on stolen/reverse engineered tech. Incredibly strong warrior POPs. Hopefully there's a "planet_has_moon = yes" flag.

Only if there is an event for the Supersaiyan of Legend.

They eradicated the species that originally inhabitated Vegeta-sai in a war that lasted at least for 10-12 years. Yes, the saiyans are pretty tough BUT their low numbers and the fact that none of them mastered the awesome superpowers of a Supersaiyan dragged it out that long.

Also, each time they loose a battle the units should get a type of buff because of their ability to get stronger each time they are beaten near death.

What I'm hoping for, like others, is a Mass Effect mod. This one is a little less certain. However, the mechanics of Stellaris seem like they would fit the ME universe really well, with all the emphasis on exploration, diplomacy, and governance, and the Reapers would be the perfect endgame disaster.

The more I've read/heard, the more I've come to think that ME would make a perfect Stellaris mod, largely for the reasons you've noted.

Edit: I just thought of Halo. Either a Forerunner scenario or something set just before the Human-Covenant War.

You mean... the survivors who manage to get back to their homeworld or a planet aligned with Frieza. Also, they should have an edge in medical techs and/or logistics. Their healing pods are really a thing and compensate for their low numbers, even if they receive that after they are converted into somesort of mercenary outpost/Dominion of Frieza's PTO (which could be founded via the Federation event chains).
 
How about a Rome mod.

As for making mods for some specific empire (Byzantium), I don't really think that it's necessary, given how to player will be able to customize (or create) his own empire. So you can have a glorious space Kaiserreich if you want.

I see a lot of people saying Dune, but Dune didn't really have a whole lot of interesting space battles as I recall unless you go back to butlerian jihad days.
