5000 BC
After 5000 years, farming develops at several spots across the world. It has been established by archaeologists that the earliest place agriculture likely developed was in the tribe of Japan. At this early stage however, a settled existence had yet to develop. Rather, tribes migrated between fertile areas and harvested previously planted crops, supplementing this with hunting. The success of the Japanese in developing agriculture allowed the tribe to satisfy it's needs without any need for innovation, the result being the relative stagnation of the Japanese for the next 5000 years.
In that time span farming spread to most civilizations, with the exception of those residing in Northern Spain, Morocco, and Mesopotamia, where a hunter-gatherer lifestyle continued to predominate. New civilizations arose almost everywhere in the world, until by 5000 BC the population was something less then 18 Million. Hardships among the tribe of Great Moravia encouraged the concentration of their efforts on agriculture, leading to the development of a sedentary lifestyle by 5000 BC, believed by archaeologists to be the first urban civilization in the world.

Unless otherwise indicated, each province has 1 POP in it. Until you get to a tech level higher then Semi-Nomadic, you can't have more then 1 POP per province (after that, ti's according to the limit set by the tech); build roads; or hold different cultures within your state.
Under Early Agriculture, which Great Moravia is now at, you can build roads in any province you own (at a cost of 1 wealth per turn for maintenance), and have up to 13 POPs per province. Having more then 1 POP per province while trigger changes in the biome. In addition, it unlocks the government type "Despotic Monarchy", whose effects are described in the rules supplement that was uploaded. The effect of roads is to allow transportation of food to any province a road link exists in, and to prevent the emergence of new cultures and the assimilation of existing cultures to the dominant one. In addition, POPs can now be Workers or Soldiers. And every 10th POP is a bureaucrat that does nothing but draw a salary.
Governments may be changed according to the player directions, though it will decrease stability.
Once a POP is placed, it cannot be moved other then by killing it or expelling it, both of which decrease happiness. New POPs will be indicated in a turn update when they become available, Population growth is tied to tech level; as long as you have surplus food production, it will grow. Once you have a New POP, indicate on the map where you want them to be placed by putting a number on that province.
To construct a road, put a dot or something on whatever province you want the road to be constructed in.
Budgets will be calculated according to the instructions you've given; salaries and maintenance will be paid automatically unless otherwise indicated.
