When a sector is setup to allow redevelopment with respect to the tile resource, a primitive factory will NOT be 'upgraded' or replaced (since the primitive buildings don't provide an upgrade but rather have to replace) by the 'space' tech version.

Since the sector is setup to allow redevelopment I would assume it would know to replace that primitive factory with a mine or something else mineral related, but they never do.
 
Seems like it might be related to the fact that, in general, the AI is obtusely averse to any sort of income deficit whatsoever. In other words, even if it's sitting on a stockpile of 5000+ energy, it will never ever forever allow its energy income to dip down below +0.8/month.

Which happens to make the option to give a sector some extra energy and minerals seem rather useless, as an extra point.

Planet has a -3 power production and the sector has a +3 energy gain after 'tax', so I do not believe that is the case.
