The Julian Reforms

The past decades of unrest since the death of Constantine the Great had seen the budding flower of Constantinople, the Queen of Cities greatly diminished. Not only had the repeated civil wars between Constantine's heirs cost many lives, it had also fostered an atmosphere of immediate danger and corruption. Local magistrates would often pocket sizable amounts from the Emperor's purse, and generally speaking the vast bureaucracy needed to run just half the empire was greased with coin not belonging to the men exchanging it.

Fresh into power and backed by the power of ten legions, Emperor Julian decreed to end said practices, and with ruthless efficiency removes anyone suspected of graft from their post, often times publicly executing the biggest perpetrators, all the while recruiting heavily from the many centers of learning around Greece and Thrace for their replacements, replacing the magistrates that owed no allegiance to anyone, but themselves with men loyal to the Emperor alone.

That was not all however, and even as he is removing the current issues, Justinian begins to formulate a plan for the economic revival of many provinces torn recently by war...
 
The Attivs Reforms

The past decades of vnrest and malcontent were vtterly ignored by Attivs. His preferred reform, that of a philosophical revolvtion, was abovt to occvr. Importing dozens of philosophers and intellectval denizens from across the known world, Attivs plans to completely remake the image of the Empire. That image, naturally, was inclined to be the reign of a Philosopher King, as laid out by the Great Greeks generations ago.

The Year 451 A.D.

Eastern Roman Empire:

The Eastern Emperor attempts to stimulate economic activity in Antioch but fails, local markets proving unresponsive to the investment. [-10 Gold from ERE, +0.1 Corruption]

The Emperor continues by raising 20,000 more men for his army, 3 in Constantinople and 1 in the Crimea. [-40 Gold from ERE, +4 Land Units to ERE]


This militarization is not for peaceable cause, as Iulianus personally leads an attack on the exposed Sassanian Empire. Leading 10 legions into the Armenian mountains the Emperor has to contend with tough terrain and an enemy who steadfastly refuses to leave his fortifications. Still, numbers take their toll and Iulianus is able to secure 2 provinces without heavy loss, destroying a garrison in the process. These are formed into a vassal Armenian state. [-1 Land unit from Sassanids, ERE vassalizes 2 provinces]

Meanwhile, General Marcus mobilizes the Army of the Orient, together with the local garrisons, and marches to confront the Sassanid Western Army. Fighting between the forces is fierce and bloody, but the Roman's hold an advantage of almost 2:1 in numbers. Both generals show great skill in their conduct of the battle, and the smaller Sassanid force manages to give the Roman's a bloody nose but is ultimately forced from the field. Unfortunately for the Sassanids the heroic General Afsadi is killed in the fighting. [-1 Land Unit to ERE, GENERAL AFSADI KILLED]

Western Roman Empire:


The Western Emperor again decides that philosophy is the better part of rule and attempts to turn himself into a true philosopher king. The result is a slightly inebriated Emperor, several bemused advisers, and again very little getting done. Oh, and some corruption. [+0.1 Corruption]

Elsewhere, Proculus continues his campaign to conquer the barbarian wastes of the North sea coast. He recruits another local unit and moves out on another campaign. Next on his agenda are the Saxons who raise a large host against him. Meeting in battle the fighting is close and Proculus finds himself surprised by the cunning of his barbarian foe, but ultimately Roman arms prevail and the area is conquered, albeit at the cost of several thousand men. [-10 Gold from WRE, +1 Land Unit to Gallic Army (recruitment, -1Land Unit to Gallic Army (combat)]

The province of Frisia, left ungarrisoned by Proculus, falls victim to civil disorder, anarchy, and barbarian raids. Fortunately, the province was already so poor that little effect is felt.

Sassanian Empire:

The Sassanian Emperor, dismayed at the failure of his previous years campaign, elects to seek peace with the Tibetan Empire. This is secured at a small sum, mainly paid as compensation, the Tibetan's perplexed that the war had even begun in the first place. [-5 Gold from Sassanian Empire, Peace with Tibet]

Further gold is spent reinforcing the Central Army, which receives 10,000 new recruits. [-20 Gold from Sassanian Empire, +2 Land Units to Central Army]

Reinforced from the West, the Sassanian Emperor then moves to bring both his and Rustam's armies against the Gupta forces along the Indus in a cunning flanking manoeuvre which aims to use Rustam's forces as an anvil whilst the Emperor catches the enemy in the flank and destroys them. Unfortunately for the Sassanids, Rustam has other ideas, choosing treachery most foul and refusing to obey his orders. The result is that the Emperor and his force are left to fight alone. The result is a complete slaughter, with 45,000 Gupta troops facing just 15,000 Sassanids. The Sassanians put up a tough fight, particularly the Emperor's personal bodyguard, but the odds are far too great. The army is annihilated and the young Emperor slain. Elsewhere:

Dislodged by the campaigns of the Roman General Proculus, a large horde of barbarians from the Saxon and Frisii peoples gathers on the North Sea Coast. Where they are bound is a matter of speculation, but they present a potentially serious threat to those nearby. [Saxon Horde formed, Harpsichord added as Saxons]

Along the Black Sea a Scythian horde forms, dislodged by the Westward movement of an as yet shadowy group. It remains to be seen whether the horde will settle for dislodging other barbarians or risk the greater spoils of Roman territory. [Scythian Horde formed, PLAYER NEEDED]

Seeing as we now have some hordes, here are some special rules that apply to them.

A horde is a horde until it conquers a province (i.e., invades it and kills the whole garrison/any defending army), at that point it reverts to being a normal nation. Whilst a horde, it may not recruit new troops, and collects no income, but pays no upkeep on its troops.

On taking a province, a horde may elect to sack it instead of taking it as normal. This will reduce the provinces wealth to a greater extent than a normal capture, and will not transfer ownership, it will however reward the horde with a financial sum relative to the province's income.

Conclave of Artashat

The Romano-Persian wars had lasted for centuries, having began hundreds of years ago when the first Parthians and Romans began to fight for the disputed remnants of the once mighty Seleucid Empire. Though time and again the wars had ebbed and waned, they'd remained a central focal point for both empires, so when Emperor Julian crossed the weakened border into Armenia not much was expected to come of it... mayhaps a few provinces would change hands? Maybe gold would be paid by one side or another? The glory that was Rome would no doubt increase, but that would be it.

Then the Sassanid Emperor perished on some foolhardy campaign to the East, for the first time leaving a true power vacuum in Persia, and allowing Emperor Julian to dream big; to dream of a Sassanid empire that would not be an eternal foe constantly sacking the empires borderlands and blockading the precious eastern trade, a strong ally and partner at once.

The Assyrian Christianity of the General Rustam made him the perfect candidate in Julian's mind, so when the pair met in the depths of what had once been Armenia, a bargain was struck where in exchange for money and manpower the General would give up any claim to Armenia and allow its establishment as a Roman client Kingdom under King Arshak II.

Though the Romans no doubt made great gains, it was King Arshak II whom gained a Crown that was the true winner of Julians Eastern Wars.

Since the declaration, the Roman support and concentration in the east increased, greatly benefiting the once General Rustam.

There's currently a free army in the Western Empire you can have. Alternatively you can join the horde waiting list. Naxhi has bagged the first Goths to show up but other than that you'll be first in line.

Biography: Zokalus was born to a minor Sarmatian noble clan somewhere along the Volga. This group of Sarmatians, coming under pressure by some boneheads speaking weird languages from the East, decided to move further west, only to find out that most of Sarmatian steppes and the rich woodlands of northwest were by now inhabited by the Goths. Eventually becoming the leader of this odd confederation on the move, Zokalus opted to turn south instead of west. The northern coast of the Maeotian Lake was inhabited by the Heruli, a Germanic people who had been a huge nuisance to Romans in the past century. Instead of just outright slaughtering them and stealing their horses, dwellings and women, Zokalus decided to invite them to join his epic struggle for relevance, and to use them as additional manpower in his quest to find a new more hospitable homeland. Ultimately the Heruli-Sarmatian union was sealed by a groundbreaking common understanding reached in a meeting of tribal chiefs: the Goths stink and the Romans are weakened by internal and external strife. Zokalus entered relative historical prominence in 351, when a bunch of Roman statesmen recorded the presence of a new ‘Scythian’ host northwest of Tanais.

Eastern Roman Empire:

The Eastern Emperor continues his campaign in Armenia, reducing the remaining local garrisons with ease and bringing the entire area under control of his Armenian puppet king. [-2 Land Units from Sassanids, Armenia conquered]

The Emperor continues with domestic improvements, reducing corruption again. [-0.1 Corruption from ERE, -38 Gold from ERE]

He also recruits an extra garrison for the Crimea. [+1 Land Unit to ERE, -10 Gold from ERE]

Scythian barbarians (or whatever type of Steppe dogs they actually are) raid the Bosporan Kingdom. Fighting between the garrison and the Scythians is fierce as the Romans attempt to hold the narrow Isthmus separating the peninsula from the mainland. Here the Scythian advantage in cavalry is much reduced, but eventually the continuous barrage of missiles and barbarian numbers take their toll. [-1 Land Unit from the Scythians, -1 Land Unit from the ERE, Bosporan Kingdom Sacked, +9 Gold to Scythian Horde]

Western Roman Empire:


Proculus continues campaigning Northwards, turning against the Angles. Battle is fought between 20,000 Romans and a roughly equal number of Angles, Proculus coming close to death in the intense fighting which requires his personal intervention. The Romans are eventually triumphant, some 5,000 Angles lying dead on the field in comparison to a relatively few Romans. [WRE conquers Angle territory]

Elsewhere, the Frisii-Saxon horde takes to the sea, escaping Proculus' troops and seeking peace in new homelands. Unopposed, the barbarian fleet sails along the North coast of Gaul, making landfall well behind the Roman frontier garrisons and carving a bloody swathe of destruction through the civilized lands. Left unopposed by Proculus' adventurism and Imperial inaction, the Saxons ravage 4 provinces before conquering territory in Northern Spain. [+26 Gold to Saxon Horde, -5 Wealth from various WRE provinces in Western Gaul, Catalonia Conquered by Saxons]

The provinces left ungarrisoned by Proculus are again raided. Again, their complete lack of wealth prevents any great harm being done, but a substantial threat is now present to Proculus' communications with Rome.

Sassanian Empire:

There are murmurs of revolt in the Sassanian Empire, but as of yet the rule of Rustam is stable.

The Eastern Roman Emperor transfers 15 gold to the Sassanid Emperor to secure his claim to the throne. [+15 Gold to Sassanids, -15 Gold from ERE]

The On High also commands that the General Quintus Decius Marcus do as he was bid in his earlier orders and aid Shanshah Rustam in propping up his regime, lest he be found to be in direct violation of his orders.

The On High would also request that his Imperial Brother Atticus cease his incessant misrule and take to the defence of the Empire. The negligence displayed by his Generals in the defence of the western reaches of his domain are disquieting, and The Augustus has no desire to see this sort of thing continue.​
