Hi everyone, and welcome to another Europa Universalis IV development diary. Today we’ll take a look at five new features which will be in the new Rights of Man expansion.

First of all.. Disinherit!

Now when you have these no good heirs, like a certain prince of Castille, you now have an option to deal with them. At any time, if your prestige is positive, you can chose to disinherit your current heir, for a mere cost of 50 prestige. Now we like to think of it as the heir becoming a happy farmer somewhere, but the people in the iron-mask industry need employment after all. The drawback of disinheriting, besides losing 50 prestige, is the fact that you will be without an heir after it..


The second feature is the Prussian Monarchy, a rather cool special government.

Whenever you form Prussia, you will change into a Prussian Monarchy, a government that was describes as an army with a state, not as a state with an army. So what does the Prussian Monarchy give you. Well, first of all, all Prussian Rulers will have a minimum of 3 in MIL. This alone gives you more military monarch power to spend on policies, ideas & technology on average. The government form in itself reduces unrest by 2 and war exhaustion by 0.02 each month, with autonomy reduction based on the rank.

The coolest part of this government form is the fact that it is a militarised society. This has a rating of 0-100%, where army tradition and legitimacy increases it, while each province you own decrease it. You can also at any time spend 50 military power to gain 10 militarization.

At 100 % militarized society, you gain +10% discipline, 33% cheaper army maintenance and 33% quicker manpower recovery.

Prussia with Rights of Man will be a taller state, that can punch far above its weight, and require a bit of a different playing strategie.


Our third feature is Strengthen Government.

This is basically an ability to have greater control of your government. For a mere 100 military power, you can at any time boost your legitimacy, devotion, horde unity or republican tradition. Republican Tradition is increased by 3%, while all the other is increased by 10.


The fourth feature of today is Abandon Personal Union.

This is a new diplomatic action, which is available for the senior in a personal union. Sometimes a union is not worth keeping, as the risks of a dangerous war may be too high, or you know they will win an independence war anyway. The overlord will lose some prestige, and depending on the subjects liberty desire, they will not even dislike you for giving them freedom.


And the fifth and final feature is Debase Currency.

This is a possibility to quickly get some money, without any interest to pay back, or other immediate drawbacks.. Except … for some minor corruption..

Basically, you get a free loan amount of money for just 2 corruption.

And as a free feature, as a apart of the 1.18-Prussia patch, we’re adding over 20 new DHE just for Prussia & Brandenburg, putting them on par with other tier 1 nations..

Next week, Jake will talk about the changes to Revolutionary Republics.

Please add this when you abandon a vassal. Its a bit silly abandon a 100% ld vassal and then they start to hate you for letting them go.

Imo disinteriting the heir should also penalize legitimcy in addition to the -50 prestige loss.
I.e.
disinheriting heir with strong claim: - 30 legitimacy
disinheriting heir with average claim: - 15 legitimacy
disinheriting heir with weak claim: no loss

In some specific situations even the loss in prestige can be desirable to get either the mission recover abysmal prestige or improve prestige to boost stab...

Can't wait for the next teutonic order/prussia campaign!!! :)

Thanks for the update. Unfortunately I just realized a major mechanic is missing. In the first picture you have Margaret of Anjou as queen regent when the person she is regenting for, the blood royal, is 22. Shouldn't she have stepped aside when John reached 15?

Another for Prussian blue, another for changing the color of another so Prussia can be blue. The gray color is hell for seeing your colonies over seas. The only fix disables Ironman. Still have only seen Prussia once in years of playing the game. Would like to see Germany be able to be formed if the provinces needed belong to the player or vassal/PU partner. States or territories affect the militarization of Prussia. This may end up nixing my Prussia as a colonizer plays.

Maybe has something to do with how the event works?
I am curious on how events like Margaret de Anjou will be affected by the queen system.
 
Protected? For what reasons? You can't just expect that this land will be 'reserved' for Prussia to form. If TO is defeated and land taken by Poland/PLC I don't see any reason for 'artificial' Prussia creation.

Or you talking about different issue? Am I missing something?
No, you understood me correctly. If there is a little chance for AI (and for Player in multiplayer game if Poland player plays his cards right) to form Prussia - what is the reason of all these new Prussia-related features? I expect some event-based trade-off for Poland to leave northen Prussian lands free for Brandenburg and get some bonuses, or annex them and get nothing. Or something in this direction - bringing more strategic planning in the game.
 
A few questions:

1. Is Prussia going to get higher mil rulers overall (aka, increased chances of 4, 5, and 6), or just extremely high chances of getting 3 (aka, if you roll 0-2, boost to 3)?

2. Is Prussian Monarchy something Brandenburg can get without forming Prussia? It was, after all, a March, and highly militarized even before it inherited the Duchy of Prussia. Would also boost AI chances to actually form Prussia.

3. Is there an size of Prussia that will get overall positive instead of negative monthly militarization? Like half of the size of the screenshot of Prussia, it looks like it would get a monthly positive instead of negative. Wouldn't that result in free, 100 militarization, even if the tick was just +0.01 a month?
- what are the dev's thoughts on a decay to 50 modifier for militarization? That would mean the equalibrium point would not be 0 or 100, but like 20 for huge Prussia, and 80 for tiny Prussia?

Can you divorce your wife at the cost of Papal relations (Catholics must have high Papal State relations and other religions must have other requirements)? This could help in getting another wife that may enable you some sort of inheritance or PU.

No, it's fairly accurate. Debasing currency was used for the purpose of expanding the amount of money floating around at the cost of the individual value of each piece of money. So you do have more money but the money itself is worth less. Because EUIV does not model the difference between the amount of currency, and the value of currency, it's fair to abstract it so that it results in increasing corruption which somewhat fairly represents the effects of debasing currency (especially when one considers that to combat that corruption you have to spend quite a lot of money).

It should create inflation too though.

A few questions:

1. Is Prussia going to get higher mil rulers overall (aka, increased chances of 4, 5, and 6), or just extremely high chances of getting 3 (aka, if you roll 0-2, boost to 3)?

From what it sounds like Prussian leaders will have at least MIL 3, which probably means that if they roll anything below a 3 in MIL, they will just set it to 3.

Can you divorce your wife at the cost of Papal relations (Catholics must have high Papal State relations and other religions must have other requirements)? This could help in getting another wife that may enable you some sort of inheritance or PU.

Have they said anything about your wife/husband being used for the purpose of establishing PUs? I don't remember that.

It's not Burgundy, it's Spain. It looks like Spain got the BI.

Not that I'm aware of. I would imagine they will have something to do with it, but they haven't stated how. Pretty sure they did mention it would have an affect on them though

You can conjure up a whole score of EU IV 'magic' if you start reasoning like that you know... it's why it is a game, not a work of non-fiction.

I don't remember anything like that. I mean, it would be pretty neat if you could, but it also runs the danger of being OP like being able to push PUs used to be before they majorly revamped the system.
 
btw, fix bad legitimacy by pressing a button seems... awful.
Press button and fix subject LD with development investment. Press button - and fix legitimacy. What is next?
Can we get smooth mechanics instead of 'press the button' ones?

I thought the thread about the Prussian government was a joke thread with badly photoshopped pictures... Seriously, I find the idea of giving single tags unique governments, when in reality they fit a far broader group of tags, simply ridiculous. Not only that, Prussia doesn't deserve its own government at all! What Prussia was exceptional for was introduction of innovative military reforms before anyone else, but it wasn't that long before the rest caught up.

Be it Ming celestial empire, that should really be ditched and replaced by a generic mechanic to deal with very large countries, be it Ottoman sultanate, which should be ditched and replaced by a generic trade off between having plenty heirs/legitimacy and corruption (dependend on religion) to Prussian Monarchy, which should be ditched and replaced by a generic rework of how policies work (buy policies for corruption) + how ruler traits influence culture/national ideas over time.

Notice how I prefer generic mechanics over specific ones like Special gov type.

I disagree. I prefer special government mechanics to make each country feel that much more unique. If everything was more generic and samey, you would get something like stellar is where after you play through a couple times you have seen and experienced everything the game has to offer. Celestial Empire makes Ming play differently than everyone else, Prussian Monarchy will make Prussia play differently to everyone else, Ottoman Sultanate will make them feel different than everyone else.

The more unique things for every country, region, and religion, the more unique each play through of the game will be.

Special Governments are nice for the same reason that different races in other RTSs is nice - it adds very badly needed flavor to nations. The problem with games where everyone is more or less the same is that it gets boring, fast. It's why almost no-one makes one-race games anymore. NIs and events are nice, but they still don't overly differentiate nations. Stuff like religious forms and special governments help to further differentiate nations and make it so that the difference between playing France and playing Poland isn't who you are neighboring.
