What is the console command to dismantle the HRE?

EDIT: Or to break a PU? Or to Revoke Electorship? Or any of these.

We are trying to break the HRE, and we have all the electors sieged.. with exception to Bohemia. Bohemia is on our side of the war, but because of him being under a PU with France (our ally), we can't dismantle it

Do you have the Emperor's capital sieged too? If Bohemia is in the war with you then that shouldn't be the problem.

I have yet another question. After successfully gaining independence from Burgundy and gaining Antwerp as well, I consolidated a bit and then prepared for war with Utrecht,
Meanwhile, they formed an alliance with Burgundy, but I figured this wouldn't matter, since I had a truce with them. However, upon declaring, they did get to join the war? (and then, of course, having no other allies, completely decimate me) Is this a new game mechanic? Truces no longer prevent countries to be called into wars due to alliance actions?
OR was this always the case, and am I simply remembering this wrong?

Just curious... After all, I'll have to restart anyway :)

It was always the case. Specifically, you cannot call an ally into an offensive war if they are under truce, but they can still join a defensive war, and with no penalties for doing so.

Yes, Gelre is the emperor and an elector. We have surfed the capital of every elector, and the emperor, with exception to Bohemia who is on our side but under France in a PU.

Apparently this doesn't count Bohemia as being on our side of the war, his electorship cant be revoked because he is a subject, we can't declare war on him because France is allied to us in the same war, etc. I don't know if this is WAI, but it feels a bit cheap to me...

Definitely sounds like a bug then. Report it on the bug forum and upload your save.

So in 1.19 how should i place my forts? im confused at how they work.
As of yesterday they work the same as in 1.18 (except AI no longer gets free maintenance of border forts).
EDIT: And possibly a bugfix as well.

If I warn a nation and it attacks one of my neighbors, are there any consequences if I do not answer the Call to Arms?

(I don't see immediate consequences like losing 25 Prestige if I refused the Call to Arms of an ally.)
 
11 to 20 dev = 0% + (3% to 30%, 3% per point) = 3% to 30%. 21 to 30 dev = 30% (new base cost) + (6% to 60%, 6% per point) = 36% to 90%. 31 to 40 dev = 90% (new base cost) + (9% to 90%, 9% per point) = 99% to 180%. 41 to 50 dev = 180% (new base cost) + (12% to 120%, 12% per point) = 192% to 300%. 51 to 60 dev = 300% (new base cost) + (15% to 150%, 15% per point) = 315% to 450%. 61 to 70 dev = 450% (new base cost) + (18% to 180%, 18% per point) = 468% to 630%. 71 to 80 dev = 630% (new base cost) + (21% to 210%, 21% per point) = 651% to 840%.

Going from 71 to 72 dev = 630% + (72-70=2)*21% = 630% + 42% = 672%.

It's only contingent on the current development of the province, not the number of times the province has been developed. Hope that helps.

Realistically, no. You would need to massively grow your economic base to reduce the malus that you have there and that means major expansion into high development areas.
Shit! Multan would have accepted but in the time I got the relation it sunk to 40-40 and now it isnoutnof reach. Admit.
