Mechanists sounds fun, but 2 techs and some robot pops aren't enough to justify an early advantage which can also just be a disadvantage both early and later on (especially with it being a permanent Civic). Perhaps if it gave robots something special, less maintenance or cost to build them as well.
 
This why Hive Minds as implemented don't make too much sense. Just any diplomatic contact should inform a Hive Mind that its not dealing with another Hive Mind, but that what it thought were drones are individuals. Now its possible that a Hive Mind may not be set up to be able to deal with Pops that aren't part of the hivemind, so it seems that the best option would be to let them to migrate off.
If this is referring to the "purging" of captured pops, I got the sense from the dev diary that that's more a function of the society just not being able to support non-hived individuals. No resources around to feed them if everything's bio-based and automated, or something.

Granted, i think that would leave room for an expulsion rather than harvesting policy choice if you're playing a good Hive Mind, but it still makes sense to me.
 
Kind of like those pregen fungoids for whom a POP is an individual colony of mushrooms?
More like each planet has a queen, and the pops on that planet are drones to the queen.
 
@Wiz So two questions regarding the modding capabilities coming in Utopia

1. Are we going to be able to assign country/pop modifiers to the Authorities?

2. How moddable are Authorities? Will we be able to add new election types to the list, such as creating a Republican Authority or something along those lines?
 
Hate it I'm afraid. I don't like the new government rework at all. I also don't want to lose any of my government ethics . The part I like best about this game you can create your race of aliens with government ethics. Why change the start of the game when it is perfect sorry.

From my understanding, government ethics remain.

Civics are replacing the government form choice (Indirect Democracy, Direct Democracy, etc).

You're not losing any of the ethics, and you can still make pretty much the same governments. They're just making it more customizable, and easier to balance, while also making it easier to add more government options in the future, since you don't have to keep adding things to a grid in which you have limited space.

Assuming you can still colonize with robots, this basically eliminates the habitability issues of early game.

While I too would love different types of hive mind, let's consider how utterly difficult would be for a hive mind type being to recognize even the concept of things like individual rights. After all, all that it has experienced are disposable drones. To it, wiping off the inhabitants of a planet would be no really different than disposing of the previous empire's buildings. For a comparison, imagine how much would be alien to us a being composed of sapient cells, to which cutting hair amounts to murder.
 
These all look good. I'm hoping for an Xwedodah civic but otherwise I'll just make a mod of it, or rather update my incest mod for that.

@Wiz Can you share anymore information on how AI Personalities would be affected? Can they change in the middle of a game if an empire changes its civics and ethos? Are there new ways AI Personalities behave in general?

In some religious traditions cutting off hair is a no-no (Sikhism comes to mind), but your point stands.

Edit: also wish we had more kinds of multispecies start but I guess I can mod that in.

Regarding the Government Reform, can we also have an option in that menu to change our flag? I don't think the dark red background and eagle would work for the Commonwealth of Man if it reforms into a pacifist, egalitarian, xenophillic democracy, for example.

I don't think it is difficult or unlikely for a Hive Mind to understand that Individual is unique and not a part of a collective. A better analog would be to compare Junta and Democratic, they are certainly capable of understanding each other despite the huge differences.

I will again reference back to MorningLightMountain. They were capable of understanding individualist on some level and a splinter off faction manage to co-exist peacefully with individual people. But it came with a cost/drawback. You have to deal with internal policies where a true Hive Mind wouldn't. Because of evolution reasons the motile (ants if you will) never develop a conscience or personality but on the MorningLightMountain homeworld there were at least a dozen or more unique Hive Mind all competing against each other for food/land/resource/comet/what not. So the individual concept were not "foreign" to them. They just see all life form always existing in some form of competition against each other aka dog eat dog universe.
