There should at least be some implants that show up on your leaders if you chose the tech path. It's kind of silly to select the tech ascension path and then your race looks completely biological.

Why should my mechanical heart and liver be visible on the outside?
The priamry goal of Cybernetics is to increase live-expectancy. And the skin is rarely among the "cause of death" organ failures.

It being visible would be nice, but we have to see if it is doable at all. They could maybe put an conditional layer of texture between skin and clothing. But that would be a ton of work the artist team. So I do not expect it for this patch.

As a comparision for difficulty, Star Trek Armada 2 had a "assimilated" textures for every last shipclass in the game (except Borg and 8472 of course). And that was actually a full blown texture for every single ship. However having ships captured by the borg was a kind of important feature for this game, both MP and SP. So that was easily worth that effort by the art team.
Visibly Cybernetic versions of every species? Not nearly as important.

Judging by the recent M&M expansion for CK2, PDS might start shifting their policy towards integrating the Content Packs into the main expansions. So whatever a content pack might have been might be just included into Utopia.
Though note that that the content pack accompanying the EU IV expansion Mandate of Heaven, releasing the same day as Utopia, is separate.
 
No new portraits in Utopia, sorry! There'll definitely be more portraits in the future though.

Would be unfortunate if they begin integrating visual stuff into the main DLC, as their aesthetic content is sometimes quite bad (plantoids) or buggy/incomplete (new CK2 portraits don't reflect injuries).

though i think plantoids are ugly... my friend is a fan of them and was exited by their ship design. and probably he is not alone

I asume the code freeze is mostly there to give the artists time to catch up.
No point adding new features, if the artists lack the time to actually finish the visualisations in time.
 
IMO the plantoids are very beautiful, as are the rest of the portraits. Maybe they should vary the human portraits more. They seem to be all the same face and hair style family.
 
Definitely could use some more humanoid portraits.

I think the code freeze is to provide adequate time for testing before release, last minute changes can bring last minute bugs.
