As long as it gives options and doesn't railroad you with poor events.
I find railroad is a bit of a subjective term. Sometimes things just happen to a country other times you will have options.

I am getting some disagrees which is OK, but I am very interesting in what/why.

Sometimes things are outside a governments control. If a nation is subject to an embargo it just is. Now it is up to a nation (player/AI get a choice) weather it wants to embargo another nation or not. So they player/AI should get choices to proactive event & often have choices on how to react to other events.

No landlocked nation as had a tech tree added yet. How would Hungary deal without a navy tech tree? Would it have one there just in case it takes coastal provinces?

As someone who really enjoyed TfV and pretty much never plays Germany, I'm kind of sad to hear that the development is going to be Germany-centric from now on, but if that's what the community wants I'm very happy to be receiving new content. Really glad to see Romania is getting some flavour too.

Hungary will have a navy, it is ruled by an Admiral.
 
Is it possible the King personal events could be put into a template that's easily copied over so modders can do the same for other leaders with various effects?
Modders have access to the events & they can copy & change the code as needed. Not sure what more you are asking for?

I think you are misunderstanding the majority of the criticism about this Dev Diary. In Podcat's own words:
  • When we released Together for Victory, the feedback we got for the focus trees was somewhat mixed.
  • a lot of people felt that that the new trees wasn't adding much to the way they played.
  • We started digging into telemetry data on what countries people actually played after TFV, and things got a lot clearer: About 40% of players play Germany, with other major nations following behind at quite a distance.
  • People don’t like filler diaries, so if we don't have anything exciting to talk about it just means people not getting to read stuff they want and taking up the team's development time actually making stuff. I prefer not to make them if that is the alternative.
Objectively, do a search for Romania Focus Tree and tally up how many posts there are about it. Now do search for anything else, like Air Warfare, Naval Warfare, Trade, AI, etc... So how does it make sense to lead off with a DD about Romania (a minor nation) and their focus tree and not expect some disgruntled / disapproving community feedback? Given the sentiment and frustrations of the community, it should've been obvious that the first DD for 1.4. have a bit more substance on something that matters to the majority of the players.

I understand that the HOI4 team doesn't want to over-commit or overstate features still being worked on. Perhaps at this point in development the Romania focus tree and such was the more responsible choice for a dev diary. Whatever the case may be though, it is understandable for the community to have some criticism about this. Especially when you consider what Podcat had just said and compare it with what he just did, and the current sentiment/frustrations of the community. IMHO anyway.

EDIT: Just to drive the point home that criticism of this dev diary is not just haters hating. If Podcat conducted a poll (preferably SurveyMonkey, but twitter if he must) laying out the possible topics for this Dev Diary that he was willing to discuss, where do you think Focus Trees or Romania would've weighed in at? So, isn't it reasonable to conclude that those that are disappointed and expressing that disappointment are not simply haters hating? That there is some legitimacy to the criticisms being expressed?

While I won't dare argue that Germany is the most popular country (personal fave of mine), those 40% will go way down once AI Germany becomes a real threat.

As you may know, Germany is getting wrecked by the Soviet Union in 1.3.3 pretty much 9.9 times out of 10. IMO, there is no incentive for the Allied or Comintern player to bother playing, knowing that they can steamroll through the Third Reich. This is an issue that many players experience - the build up to the war is okay, the war itself - really boring. I can't even force myself to go for achievements.

I began playing the series since the early HoI III, I remember how awful the game was before the expansions fixed it. I don't mean to flame or hate, as I think HoI IV has great potential (please make a Cold War expansion at a later stage), but the AI really needs attention.

I'd like to congratulate you guys on the good work, but please consider expanding your AI programming staff. @SteelVolt does a great job, but you're no longer a small company. Your fans deserve to play a polished game immediately after you decide to release one, so please understand our frustration.

Yeah that doesn't make sense. The community is perfectly content to let modders pick up the slack on unique focus trees (especially for minors) as that is something they can do. The community really wants to see fixes to things modders can't fix or really change that need to be improved. And if one crazy person did make your complaint, so what, it is no way comparable or equal to the current disappointment and criticism of the current dev diary by the community. I can't even understand how you could reason this to be a relevant comment or counter point to what is being expressed here.
Where do I start... The community is not "perfectly content" to let the modders do their thing. For example, look at the number of people who say one should use No Man's Land "because vanilla sucks". They have the mod, and they still complain about the base game. Note that I agree that some lands should be impassable, my point really is that people would also complain if Paradox let the modders do some of their work.

Second, when people assume nothing has been done because they don't have the details here and now, that's tiresome. If Podcat hadn't talked about the minors, would people also assume no work is done on them?
The current complains are worse than that, because Podcat DID say they worked on the AI. He said it everywhere, including this DD.

Criticizing the game is fine. Talking like this DD somehow vindicates the opinion that the game is bad is nonsense. Would people feel better if artists and designers had done nothing at all? I can guarantee that it wouldn't make the AI improve any faster.

You also have to remember what they said about only showing off features already prepared. There's a good chance the air portion is either not ready, or they simply want to show it off later
 
As others have stated, there are far more pressing issues than Romania, which almost no one plays as. The naval mechanics really need to be fixed. I have a lone danish destroyer that has tied up six destroyers in the danish straits. Then there is the matter that the Battle of the Atlantic, ie uboat war, is just broken.

Great diary! I hope you guys are planning something for Turkey too. It seems like Turkey is the most played generic country.
 
Czechoslovakia is intended to die and should be very low on their priority list for a focus tree.
In that case France should also be intended to die after 6 weeks of battles and Poland is intended to die one month after start of the war yet they both get their own unique focus trees. Omitting one of the most developed countries of that time is kinda unjustifiable. Especially when the history could be so drastically different if they would be able to avoid Munich. In the game when you can do (hell, even are encouraged) to do world conquest as Asia one province minor the argument "that country is intended to die, lets forget about it" is invalid.

Oh really? That would be nice. I spend 90% of my time in game in the Far East. Nationalist China, the ChiComs, and the major warlords are screaming for their own focus trees. Never mind changes to make the Asia-Pacific War more interesting overall for everybody involved, from the US and Japan to the Guangxi Clique and Siam.

Anyway, focus trees for the Axis minors in Europe will be nice. The ETO is excruciatingly boring for me outside of playing Italy and the Axis minors on occasion, so adding flavour for stuff like Romania and Hungary is nice.
