EU4 - Bonus Development Diary - 5th of May 2017

Hi boys & girls.

I just had a few things that we've done recently, and which will come when we release 1.22, and that we wish to tell you about.

Press Sailors
First of all, we're adding a new subject interaction to those of you that owns Mare Nostrum, called Press Sailors. This can be done on colonial nations, and will give you 20% of their sailors immediately, if they have less than 50% liberty desire. Of course, This will increase that by 15%.

Speaking of colonies and liberty desire. Colonial Nations will no longer the liberty desire from relative power, but instead a bit more from highly tariffed they are.

Blockade Changes

We have also added some aspects to blockades in 1.22. Now blockades will increase devastation, just like sieges does, and blockades block devastation recovery in the same way.

Marches
As some of you have noticed, Marches tend to be heavily restricted in multiplayer campaigns, while being somewhat limited in singeplayer. For this, we've changed their limits from a flat 200 development cap to that they must have less than 25% development compared to their overlord. Send Offices have the same limitation as the march bonus now.

Aristocracy Tweaks
- Military Traditions moved to Second place in Aristocratic Ideas.
- The Aristocratic Idea Local Nobility now gives global autonomy and yearly absolutism.
- The Aristocratic Idea Serfdom increased to 33% Manpower from 25%.
- The Aristocratic Idea international Diplomacy now also gives +1 free leaders.
- The Aristocratic Idea noble Noble Resilience replaced with Noble Connections (+20% mercenary pool).
- Aristocratic Finisher is now +1 leader siege.

Karma
Buddhism has not been all that popular, so we're doing a small overhaul to it in 1.22.

Karma now gives +2 dip rep and 5% discipline for being in the middle, with +1 dip rep at high and +2.5% discipline at low, so there are no longer severe penalties for not being in middle.
You will no longer lose karma for taking your own cores, and the karma you lose for taking land is now scaled by your administrative efficiency. We have also added so that you gain karma by 0.1 per development that your missionaries convert.

That's what you need for rapid and worldwide expansion.
They could just make coring free if that's what you want...

Anyway, can I ask here for a list of modifiers I'd really like to see usable in a mod?
  • Ruler-General pips
  • Cost of Scorched Earth/Artillery Barrage/etc.
  • Development efficiency for country modifiers
  • Most age bonuses for country modifiers (they're some of the more interesting things added in to the game!)
 
Estates are good to blobing, not to tall play. Maybe converting states that you don't use to tax production efficiency?

Good Idea and you are right, my mistake.

Interesting idea on promotion cultural unity. But maybe it would be better in diplomacy?

Nahh, I put it in military on purpose but maybe this could replace the OP ideas for the new diplo ideas I just suggested?
 
I loved most of the changes and tweaks, mainly the Buddhism one.

But can you just take sailors out of the game? I did pay for Mare Nostrum, but wouldnt mind at all if you took that mechanic away.
 
Cheers for the DD Johan :D. I hope it brings lots of good karma :). Changes all look very good (and that Aristocratic idea group just started looking interesting from a 'maximise play' and not just a role-playing perspective, although I'm more of a role-player so if it was always good for that apologies for being clueless). Without the relative power, though, is there anything to push colonies towards independence if their colonial master has a light hand and doesn't tariff them heavily? Not suggesting this is a good/bad thing, just curious.

I like this, but doesn't this make life as a merchant Republic even more difficult? Would be nice if MRs could have larger marches as their province limit is already severely limiting their strength and thus need strong vassals to offset that weakness.
 
What would new groups be about? Any ideas?

-0.05 Monthly War Exhaustion and -0.25 Monthly Devastation in Controlled Home Provinces
+10% Morale Recovery Speed
+1 Attrition for Enemies
+15% Manpower Recovery Speed and +20% Reinforce Speed
-10% Fire Damage Received
Finisher: Scorch Earth no longer costs military power


Absolutist Ideas:

+0.5 Yearly Legitimacy
-0.05 Monthly Autonomy Change and +2 States
-20% Stability Cost Modifier
+1 Yearly Prestige
+10% Goods Produced Modifier
-10% Aggressive Expansion Impact
+0.5 Yearly Absolutism
Finisher: Estates no longer expect to control territory, -10 Nobility influence


Can't think of a Diplo idea group right now, but these seem decent to me. I was also thinking about a possible Theocratic idea group to replace Aristocratic for Theocracies and the Pope, but I can't come up with anything that wouldn't work better as an Admin group than a Mil group. Anyone else come up with something?

Given the Marches changes...
How about a "stop developing your land" subject interaction for those owning Common Sense? AI loves dumping monarch points into development and I fear this means that marches will end up losing suddendly every single benefit due to high development without any chance for player agency.

Or at the very least remove the stabhit & relation penality for revoking a march if it's overdeveloped.
 
Next patch - Russia patch? Yes? Yes?! YES?!
Doesn't Russia have a portrait in the loading screen already(Catherine the Great)? I mean, the expansion certainly changes a lot in Orthodoxy/Russia, and loading screens aren't really all that big a thing; yet, something would be not right if a huge expansion wouldn't be accompanied by a portrait, and some could find giving another one to Russia unfair. Maybe we're gonna see a Lithuania patch? Or perhaps some cheating by calling it a Muscovy or Novgorod patch? Who would be on the loading screen then? Ivan the Terrible? Didn't he form Russia?

Again, nothing of much importance, just some puny thoughts.

This sentence doesn't make grammatical sense. I'm guessing it should mean; speaking of colonies and liberty desire: Colonial Nations will no longer have higher liberty desire from relative power to their overlord, but instead have a bit more liberty desire from getting tarrifed higher.

Also is the diplo relations bug going to be fixed soon?

For countries that need to improve relations before they can get the alliances that they need it makes the game literally unplayable (ex: Teutonic, Byzantine) because no one wants to be your ally.
 
Can we get it so that diplo-vassalization is not capped at 100 development now? If I control an empire that spans all of Europe, it doesn't make sense that a small kingdom on my border will just not accept diplo-vassalization just because of a development cap of 100, even if my empire has thousands upon thousands of development. Just make the economic strength modify scale higher.

Anyway, why would you need portrait? Flavor is flavor, so why would you need something so small as portrait? And i would never suggest to place Ivan IV at loading screen. Yes, he did some good, but all of that is crossed out by draw in Livonian War and Oprichnina. Ivan the Great would be more suitable for loading screen.
Calling it Muscovy patch won't change anything. It will be same state lol. Yeah, it is called Great Duchy of Moscow, but the title for dukes in this period was also "Государь Всея Руси" ("Tsar of all Russia").
And Novgorod is...ugh...something people love to think as bastion of liberalism or freedom between Russian Principalities. Believe me, they weren't. It is typical oligarchic state, where small number of powerful decided fate of state following their vision without any control.
Lithuania patch would be cool, because, at some point before start date, Lithuania could become future "Russia". But, hey, they failed it deciding to stay catholic.
