Firsty, Chris King is back at Paradox and is likely a game director of Victoria III, which is likely in development.
How can we know that the game is in development? After Stellaris release, someone from Paradox stated that they have 2 or 3 games in development. In addition, another PDS or PDX fellow stated that they do not plan to extand their game family with different franchise (completely new title) for some time. That probably means that both Rome II and Victoria III are currently at some stage of development.

HOI was always going to be published because it was a sure thing that fans buy. Vicky had a smaller market, due to focusing on two conflicts that people forget: German Unification wars and WW I. All that being said, my first Paradox game was Vicky II, largely because I WANTED a German Unification and WW I game. In terms of gameplay and historical setting, there isnt anything close to Vicky II.
