Welcome players to The World in 1866. This game is administrated by yours truly, and I will be controlling the various important non-player nations of the world. Though the starting players were selected through a signup thread a few days ago, I welcome any late-comers. Just ask to join in the fun.

Rules & Procedures

Each player will role play a country until they either quit, or are kicked by the GM (in this case me). I will not be kicking players in the event of a revolution or foreign occupation. In the event of an annexation, players may choose to play on in the form of a government in exile and loyalist rebels.

Players send orders to me detailing what they'd like to have done in a turn. Similar to World in Revolution, this is divided between normal orders (every turn), war orders (when at war), and election orders (when there is a nationwide election). Normal orders can encompass internal party politics, education reform, military reforms and improvements, and other things. War orders are rules of engagement, orders of battle, and general strategic plans for your military during a conflict (declared or otherwise). Election orders detail party platforms, potential candidates, and so on in any election held across your country. You can choose whether or not you would like to prefer the victory of one party/faction over another. I would ask that you keep track of your elections, though I will try to be on top of them, after all it would not due for a democracy to avoid elections. Unlike WiR, all players will have 4 normal orders, 2 war orders, and 1 election order.
Orders will be sent in through a forum conversation label along the lines of "World in 1866 - [Country Name]".

Navy Quantity: 4/25 - Your navy's quantity, this is very important for protection against pirates and keeping contact with colonies
Navy Quality: 6/25 - The actual quality of your ships, determining their power in combat
Economy: 18/25 - Though not a representation of your economy on a global scale, this shows your internal economic strength, with 0 being pure poverty and a 25 being an economic utopia.
Industry: 19/25 - Your level of industrialization when compared to the current peak
Administration: 16/25 - Your country's efficiency of governing itself, too low, and your country will fall apart/
Infrastructure: 18/25 - As it sounds, it is your country's level of infrastructure and transport.
International Standing: 66/100 - How respected your country is on the world scale, it is mostly used for leveraging deals with non player nations.
Morale: 100/100 - The happiness of your nation, if it falls too low your people will revolt by the multitudes, or force you to surrender in a war
Status: War Weary, Reconstruction, Victorious, Hero Leader, dying President - A summary of the state of your nation covering important issues and moods among the people.

Tensions Rising
March 21, 1866
For the last five decades, Germany has enjoyed unity under the Austrian led German Confederation, however, this peace was not to last. Though Austria was generally seen as the leading German power, it has found its rival in the rising military power of Prussia.

Following the joint administration of Schleswig-Holstein in 1864 after its annexation from Denmark, tensions have continued to rise between the two nations. With Prussia constantly maintaining its own independence since the beginning of the decade, Austria, on March 16, has declared that the administration of the region should be settled by the Federal Diet. With tensions peaking, both sides are seeking alliances for the conflict that is likely to come.

(During this time Central European powers, as well as a few others will be asked for an alliance or support, though players can also take the initiative.)

Should it be asked of her, the French Empire is willing to take great pains to see this matter resolved in a manner amicable to all parties involved.

His Imperial Majesty similarly wishes to express his great joy at the victory of the United States over their southern rebels some months previously, and that his thoughts and prayers are with the American people and the Lincoln family. May it be known the world over that the French Empire, who fought and bled with the Americans in their noble war for independence, shall be steadfast allies and a true friend. Lastly, His Imperial Majesty wishes to welcome President Johnson to his office and wish him the best of luck during his tenure.

It is, however, highly unfortunate that His Imperial Majesty must express his concern with the conduct of the Spanish Kingdom of late; these unwarranted attacks upon the sovereign nations of the Caribbean is most unbecoming of a European, civilised power, and as such the French government wishes to express its growing concern; furthermore, the occupation of Haiti, previously a French colonial possession, can only be regarded as an even more egregious offence. Abraham Lincoln is the 16th President of the United States. He succeeded James Buchanan, and recently defeated George McClellan to win his re-election campaign. After being shot as the result of a Southern conspiracy, he sparingly conducted his duties while in and out of consciousness, mainly to sign bills presented to him by members of Congress. One of these was accepting the resignation of Vice President Andrew Johnson; the other, on March 16, 1866, was when he resigned the Presidency.

Officially the President pro tempore of the Senate during Bloody Good Friday, several old laws made the Radical Republican Senator from Massachusetts first in line to the Presidency. This came to fruition when Sec. of State William Seward, along with the rest of the Cabinet, persuaded Pres. Lincoln to resign his position. In an act of slight irony, the man who once decried the forces of "Slave Power" was now charged with bringing its followers back into the Union. However, he was determined to write the rules for admission and ensure that those he trusted would be the gatekeepers to the Union.

Gregorio Luperon, First President of Hispaniola
As the Hispaniola Revolutionary War continues to escalate on the isle, the former governments of Haiti and the Dominican Republic, as well as rebel leaders, convened in early February, resulting in the Conference of Port-Au-Prince. With the rebels stoking the hearts of the governments, the former nations realized that only a unified isle could fight off the imperialist Spanish. For the next two weeks, the conference discussed the powers and responsibilities of this new nation, as well as how to deal with the foreign invaders. With both sides wishing to maintain independence, a government based on the United States formed. Both Haiti and the Dominican Republic would maintain quasi-independence as states within the new nation, with the citizens of the state electing a governor and cabinet. Both states would be ruled over, however, under the democratically elected President of Hispaniola, who would be granted emergency powers for the rest of the conflict. The federal government would maintain foreign policy, tariffs, and the military, while the states controlled taxes, education, and infrastructure. On February 28, the now joint governments once more declared their independence as The United Isle of Hispaniola, with the revolutionary leader Gregorio Luperon elected the president of the new nation. Created largely out of emergency, it remains to be seen if the new government will even survive the war, much less afterward. The nation now seeks much needed recognition and support from the European and American powers.

In spite of our good relations, it seems to us quite hypocritical that you complain to the war against the nations of the Caribbean when you have done the same in Mexico previously a spanish colony. In spite of that, we are not going to worsen our relations so we wanted to make ou sure we will not make any further expeditions.

Statement from the Italian minister of Foreign Affairs, Alfonso Ferrero La Marmora.

The Kingdom of Italy has accepted a military alliance offer from Prussia, against Austria. While we hope that peace will be maintained, there are many Italian citizens living within the Austrian empire being treated as second class citizens. We think that this current status is unacceptable and wish that one day, all areas with high numbers of Italians to be within the Italian Kingdom.

Private letter to the Ottoman Empire.

To his majesty Abdülaziz I the Sultan of the Ottoman empire and Caliph of Islam

The Kingdom of Italy would appreciate Ottoman help against the Austrian empire in the upcoming war if it occurs. While it is unfortunate that a war is coming, Austria remains too big a threat for both the Italian kingdom and Prussia. If you were to help us, both of our nations would greatly appreciate the help, while you would also deal with one of the major threats on your border.

If you are to join us, tell us in all haste. While we do not know when the war will strike, we know it will be soon.

The most recent missive from Florence is one of extreme concern to His Imperial Majesty, and indeed, the leaders of all European states. It seems apparent that the Italian government, our noble ally with whom we fought and bled with barely a half-decade ago, opted to worsen the state of Continental affairs by needlessly and heinously acting in a manner deleterious to peace in Europe.

His Imperial Majesty, in the strongest words possible, regards such actions to be immensely dangerous and will serve only to cause and expand a war that need not be even fought. As such, we encourage the government of Florence to reconsider this action and allow for moderating and sensible voices to reign in this matter.

To wit, His Imperial Majesty formally announces His desire to host a conference in Paris between the Powers of Europe to discuss the German Question, to bring such matters to light and then swiftly and peaceably to rest, and to preserve Continental peace. It is the earnest hope and grandest desire of His Imperial Majesty to see this matter resolved in such a peaceful and amicable manner.

On a more positive note, His Imperial Majesty is pleased to learn of the willingness of the Spanish government to reconsider further such expeditions, though His government must note that the Mexican intervention, which the Spanish Kingdom partook in, was a mission to ensure honest debts accrued would be paid, and has since expanded to ensure a nation, sovereign and stable, is in power to ensure such debts are paid, as well as to bring good governance to the Mexican nation, whose previous government - as we all are well aware - was most alarming in its tactics and habits, and indeed instigated this entire matter. His Imperial Majesty's government that these distinctions are duly noted, if not by the Spanish Kingdom, then by the remaining Powers.

First a Prussian ambassador pays a visit, then a letter arrives from Italy. Little later the French Empire is proposing a conference to be held in Paris. Things are heating up...

Sultan Abdülaziz I retreats to his study. He sits down on his favourite armchair and picks up a book from the nearby table. It is his favourite book. It has many traditional stories around the whole Ottoman Empire. The tales remind him of the vastness of his Empire. They are all so different, unique. Just like all the many cultures of the Empire.

Abdülaziz doesn't hurry with the book. He reads with slow pace. Sometimes he even likes to reread a page, just to really comprehend and get all the little details of the text. When you don't hurry with the text, you can also think about other stuff. Like the Prusso-Italian alliance. The whole Ottoman court, and the whole Central Europe, is waiting for his response. Ultimately Abdülaziz is no longer able to concentrate on the book as he cannot do else than just think about diplomacy. He puts the book down, first placing a bookmark on the page that he didn't quite finish.

Abdülaziz walks around the enormous study of his. Some of his advisors want to sign an alliance with the Prussians and Italians. On the other hand some even propose that Abdülaziz would sign an alliance with the Empire of Austria. The French proposal to host a conference changes everything though. Finally the Sultan has decided how to respond to all of his. He leaves the study to dictate a letter.

A Public Letter from the Sultan of the Ottoman Empire

His Greatness, Sultan Abdülaziz I has given some thought to the happenings of the Central Europe and come to the following decision:
The Ottoman Empire will not sign an alliance with the Prussians and Italians, who both approached the Sultan with the desire to create a triple alliance,
because of the French Emperor's proposal to host a conference in Paris,
to end this matter without a fight and bring peace upon the great powers of Europe.

The Sultan always prefers diplomacy over war,
and such he supports the idea of a conference.
The Ottoman Empire will more than gladly participate in it once it's held,
and the Sultan hopes that everyone else involved in this matter will do the same.

The Sultan praises the French Emperor for his great desire to maintain peace.

Alfonso was nervously sat in his office, first the French had intervened and declared that a conference should take place. While at the same time calling Italy aggressive. Meanwhile his plan to get the Ottomans to side with Prussia had gone awry as well, they had instead backed the French calls for a conference to take place. It could have been worse, he had heard from the ambassador to the Ottomans that some ministers wanted to side with Austria, that would have defiantly gotten him fired.

This wasn't good, the King could easily fire him and there were many within the parliament who would like nothing more than to see him gone. Just then he heard knocking on the door.

"Come in" Alfonso said. In came a messenger dressed in the regimental uniform of the Corazzieri, the military unit designated the task to protect the King.

The messenger quickly replied, "His majesty Emmanuel the second would like you to meet with him at the palace within the hour, prime minister." The messenger then quickly nodded his head and left the room. Alfonso quickly got up and started to quickly walk to the palace, this wasn't good at all.

About 30 minutes later Alfonso arrived at Victor Emmanuel room, Alfonso knocked on the door and heard come in from the king himself.

Alfonso entered the room and bowed saying, "Your grace, I presume you have summoned me to talk about the Austrian situation."

"Yes I have" Emmanuel replied, "The way the progression of events is not good, while we have an alliance with Prussia and we are ready to attack Austria, foreign powers such as France and the Ottomans are attending, if we don't want to be seen as warmongers we must attend as well, and Alfonso I want you to attend. While I am disappointing in you for letting such a situation occur, I will give you one last chance."

"Thank you your grace." Alfonso replied.

Emmanuel quickly continued, "I believe that while we may not be able to get control over Venetia and Trentino, there is a bigger prize that we can get, Rome and dealing with the papal states once and for all. If we are able to put enough pressure on the French and other states, they may do a deal with us where we can gain control over Latium and Rome. Alfonso I give you this task as I think you are competent enough to do this."

"Thank you your grace, I will ensure that Latium will be ours" Alfonso got up, bowed and quickly left the room. It would seem that he would have to write another declaration.

Declaration from the Kingdom of Italy, from Prime minister and Italian minister of foreign affairs Alfonso Ferrero La Marmora.

The Kingdom of Italy will attend the conference held by the french in Paris to discuss the German question, hopefully a good deal which all sides agree with can be worked out, which will not drastically change the balance of power in Europe.

Though we shall also want to discuss Italian majority areas within the Austrian empire, where Italians are treated like second class citizens, though we believe that this can all be settled out with words at this conference and no bloodshed need happen.

A public statement from the Austrian Foreign Minister.

As our fair confederation is increasingly threatened by internal matters, His Imperial Majesty and President of the German Confederation, Francis Joseph I, wishes to thank the French Empire for its attempts to mitigate our internal dispute.

His Majesty has also authorized my attendance of the proposed conference, and hopes a peaceful solution can be reached.

We also feel the need to express worry at the Italian-Prussian alliance, one which could only exist to threaten the peace and balance of power in Europe, though we welcome Italian participation in the conference.

Lastly, we would like to thank the fair Sultan of the Ottoman Empire, Abdulaziz I, for not joining the militant alliance, and instead promoting words of peace.
