Chapter 6: Under new management - First and second Kuroń gabinets and summary about state's progress during communists' rule (1st of January 1970 - 1st of January 1975)
Part one: Census of 1970
After liberal coalition took power, there was a time to make another summary of Poland's developments. This time however, liberals decided to summary whole Poland's progress under PPR and PZPR.
At beginning of communists' rule, whole polish budget was at terrible situation - state's incomes were ten times lower than expenditure, money reserve was nearly nonexistent and there was a risk of state's bankroupcy. Communists did their best, managing to stabilize the budget by drasting cuts at expenditures and radical tax increase. Also, while they were developing state's economy and industry, basically build it from a scratch, new money incomes - and expenditures - appeared to Polish budget. As of 1st of January 1970, budget is in generally good condition, with daily incomes at 616,2mln złotys, despite lowered taxes and nulled tariffs and 583,1mln złotys expenditures. In comparison to 1946, state incomes grew by 3000%, while expenditures grew by 500%. It should be noted however that Poland managed to competely avoid foreign debt and whole state's services are mantained at good standard.
The communist party managed to rapidly expand polish welfare state and workers' rights, including 6 hours workday, high state-provided pensions for elder people, free universal healthcare, advanced work regulation system, clean industry regulations at maximum possible standard, citizen salary concept, many social services merged into Safety Grid, parental leave for parents and free education at all stages for Poles.
Polish population grew from 29,98mln at 1st of January 1946 to 39,08mln at 1st of January 1970. Population structure changed dramatically with polish industralisation, increasing industry workers ratio from 1,8% in 1946 to 15,6%, meaning the increase by nearly 1000% in 24 years.
Postwar Polish Armed Forces (disbanded in 1946) had 27,000 infantry soldiers in service. New Polish Army trained during second Gierek's cadency, consist of 30,000 infantry soldiers, 30,000 tank soldiers, 15,000 airforce soldiers and 15,000 artillery staff. It's good supplied, although outdated army, capable to mantain Poland's defence in war.
Poland entered Cold war period with nearly nonexistent industry and massive unemployment at decimated factory workforce. PZPR did their best to counter it and managed to expand Polish industry by 1100% in comparison to 1946. The party also managed to secure this industry as whole during 1960-1965 transition and no factory was closed (unless by direct party demand to make space for necessary investitions) during that time, aswell as noone was fired at all.
Poland in 1946 was merely puppet of USSR with literally no allied states. Now there's no USSR, Poland is independent country and direct ally of Germany and Latvia. It's also 6th industrial power in Europe.
Poland was 18th most popolous country in the world. Downgrade in comparison to 1965 wasn't caused by Poland's failure, but rather due to rather slow population increase ration in comparison to Third World countries and enstablishment of Guangdong state.
On global education ration index, Poland managed to advance to 13th position.
