HOI4 Dev Diary - A New Germany

Hello everyone, and welcome to a new dev diary for the 1.5 “Cornflakes” update and the as-yet unannounced accompanying DLC.

For those of you who missed my introduction, I’ll briefly introduce myself. My name is Drikus and, after working briefly on DOD to help out the Content Designers on HOI4 back then, I re-joined the team in the summer to work on the next expansion, working with @Archangel85 and @Havebeard on all that CD goodness. Today I’ll be talking about some of the stuff we’ve been busy with since then.

Ever since release it’s become clear that the fanbase's interest in alternate history is far greater than we anticipated. Unfortunately, many of our focus trees for major powers are somewhat lacking in that regard, and it's something we want to change. So, while we will naturally be adding some new focus trees, this time around we will also be revamping two major nations. If this proves popular we plan to keep doing this in future expansions and eventually have all the majors with more options. For now, though, we figured a good start would be the most popular nation in HOI4: Germany!

In the next DLC, Germany will have its focus tree updated to bring it more in line with the new trees of minor nations, especially in terms of alternate history options. Furthermore, even players who do not buy the DLC will see some of these changes. For instance, we made some effort to flesh out the industrial part of the German tree. Initially only being a quick path of 4 focuses, it has now been expanded into a full 16-focus monstrosity, with paths leading into more fortification focuses, more domestic industrial focuses, and more focuses dealing with the ‘economic vassalization’ of Hungary and Romania and other areas of Europe. As a bonus, the 5th research slot is now accessible somewhat earlier, and no longer requires Air Innovations II. These changes do affect industrial balance somewhat, and we will go into how we handle that at the very end of the diary.

All of the abovementioned will be free in the 1.5 “Cornflakes” update. What comes next, however, will be part of the DLC.

Alternate history paths for Germany beg the question of when and how Hitler could have been stopped. These questions are very controversial, and there usually isn’t much consensus. We, however, have elected to explore the possibility of a concerted Wehrmacht opposition to Hitler, sparked by the Rhineland remilitarization.

A new path has been added, mutually exclusive with the Rhineland focus. It sparks a civil war led by the legendary August von Mackensen. Once won, the path splits, allowing the player to choose between reviving the old Kaiserreich (renaming the country to “German Empire”) and lifting Kaiser Wilhelm II’s exile in the Netherlands, or reinstating democratic elections and establishing a constitutional monarchy as a ‘compromise’ for the rather royalist (and powerful) Wehrmacht officers. In this path, Wilhelm II’s son will take the throne as Wilhelm III as a figurehead. In addition, there is a small 4-focus shared path focusing on the rebuilding of Germany after the Civil War, leading up to the German continental role as a “Bulwark against Bolshevism”.

In the Imperial branch, the player now gets the choice of either avenging the Great War, or letting bygones be bygones and focusing on the Communist threat. The former leads to Germany once again asserting its right of a ‘place in the sun’ (bullying China or Japan for the return of Tsingtao), focusing heavily on rebuilding its High Seas Fleet to challenge Britain (including some nice bonuses to battleship production and research), and then taking the fight to the British and French for their colonies. To this end, a new very powerful late-game focus has been added that will flip a significant amount of the country’s military production to naval production, in case the Soviet Union has been defeated and the player wishes to focus on the West (also available to fascists, if the player owns the DLC). The branch also enables the recreation of the Central powers via stimulating imperial sentiment in the Austro-Hungarian successor states and the assassination of Mussolini in favor of King Victor Emmanuel III.

The second Imperial path focuses on forgiving the British and giving up all dreams of an Imperial Navy. In return for accepting British naval supremacy, it is possible to form an alliance with them and stand together against the threat of Communism all over Europe. A punitive war with (Communist) France over Alsace-Lorraine can lead to an expulsion of the republicans from Iberia, as well as eventually taking the war directly to the Soviets, themselves. I minor shared branch, available for both the British alliance and the colonial route, allows for Germany to protect its eastern borders, retaking Memel, trading Danzig for military guarantees against the Soviets, and aiding the Baltics and the Finns with guarantees and some military support.

The Democratic path involves some sneaky diplomatic maneuvering, scaring the other nations in Europe into your sphere of influence by speaking up strongly against the Soviets and demonizing them. This leads to creating a Central European Alliance, in which most minor nations in Europe can be invited through various focuses, allowing for democratic Germany to challenge the historic French continental leadership role by creating its own power block. This course of action will likely result in the Soviet Union posturing threateningly, though, and gaining various bonuses to prepare them against what they perceive to be a threat to their sphere of influence. The end result of this mutual and intentional escalation is likely that it will not be possible to invite all nations you could potentially invite before the Soviets invade them. Eventually, Germany can take the fight to the Soviets, leading Europe in a war against the source of communism. In addition, it is possible for Democratic Germany to get a 6th research slot, and to strengthen their alliance through tech sharing and other cooperation.

Unleash the Swarm!

In addition, we have adjusted focuses like “Operation Weserübung” to give the player better control over the timetable of their invasions once the ball starts rolling. We’ve slightly buffed the naval parts of the core tree, adding an additional naval build-up focus or two, and adding some dockyards to Plan Z. In light of the significant improvements to Germany’s economic build-up in the new industrial tree, we are also revisiting the start-of-game balance of the nation. The intention is to make Germany initially weaker, but also quicker in building up, especially before any war has broken out. To that end, we have added a new idea upon startup. MEFO Bills will reduce the consumer goods by 20% (resulting in virtually no consumer good requirements at all), but have to be extended every three months. The price of extending these will progressively increase, as will the penalty that must be paid if these are not extended. Paying off these bills can be delayed by going to war, in which case the payment will be deferred until after the war’s conclusion (so be sure you can afford it by that point!). And finally, just as with the industrial segment of the tree, everything that was mentioned in this paragraph will be available without owning the DLC.

The historical path should be more reactive. The invasion of norway should be a German reaction to the UK plans, not a thing just beause a NF says so. If UK don't have any plans then Germany unilike will invade Norway.

I'm not 100% on this, but wasn't the German invasion a pre-emptive strike, expecting the UK to intervene, rather than a reaction? My (limited) understanding was that the plans were developed in parallel on both sides, because of the strategic importance of the ore shipped from Narvik (so Norway was always doomed, it just depended who got their first). It makes a lot of sense in terms of the historical context for Germany to shore up it's supply of ore from up there.

IIRC that's how Churchill looked at it in The Second World War.
 
Seeing as theres now a focus to make hungary and romania puppets, can we get something for poland if germany goes the danzig for slovakia route? I think in any event, poland without access to the sea would be financially dependant on germany and soon find itself subjugated to it

I think the align Hungary and Romania focuses are supposed to be just opinion modifiers with maybe some addition CIC or resource gain. Though I am interested in what the "Form Reichkomissariats" one does
 
Marx and Engels were German, and yet there is no dedicated Communist path? :-O Bit disappointed in that. I would like to see one Fascist, Democratic, and Communist path for each major.

Also please fix the airzone bug, where you can't see the types of allied planes in an airzone, and allied fighters cannot escort allied CAS.

By 1936 it was pretty much too late for communist groups within the country to take control, the failed revolution, the Reichstag fire decree, systemic purges, and Nazi persecution weakened their membership and solidified Hitler's control. Even the more economic left-leaning Nazis had been purged in the Night of the Long Knives, and the only credible threat to Hitler was the officer corps - which the alt-history branch is based off.

I think the Devs mentioned though that when they redo the Soviet tree/decisions they will have the ability to help the Germans go communist - in other words the Germans can go left with some help from outside

They said on the newest stream that they didn't had plans for it and in order for Germany to become communist they would need Soviet Union to help them. Keep in mind Wehrmacht is the one who overthrows Hitler in the game and when they win civil war they can either restore empire or go back to republic, i seriously doubt they would favour communism especially after Revolution of 18-19.

There is no option for a republic. The democratic route has Wilhelm III assume the throne as a figurehead more like the British monarchy

How would germany goign commie be east versus west? You do realize Germany is in fact in western Europe? It was ever before ww1, it had a tiny sliver of land east of the centreline of Europe during ww1 after the russians surrendered, but before that and after it Germany has strictly been west of the centre line of Europe. FYI the centreline passes through Vilnius. I guess you can call Germany central europe but never eastern.

In one of the stream World War Wednesday, they scrolled over it for half a second. It unlocks the decisions to form Reichkomissariats Ukraine, Norwegen, and others. Probably allows you to release occupied countries as puppets during the war but that's just speculation.

Edit: Found the clip, part 1 at 45.49: It requires a fascist government and it's effect is unlocking decisions for Norway, Netherlands, Belgium, Ostland, and Ukraine.

Right now Germany, especially, feels light on the number on non-Fascist ministers available in the event of an ousting of Hitler, but Japan as well would be anachronistic in the extreme if a player chose the Communist path and had the current roster of ministers to buff its stats.

And will there be changes to the military leaders? I'm especially interested in Germany: at game start in 1936 and 1939, historically the three army group commanders were von Rundstedt, von Bock, and von Leeb. While I understand why people wanted Model as a FM early on, it seems like he should be bumped back down to an army commander and the new trait system can give him essentially either a blank slate or FM/Army Group encouragement. But the current roster of FM in Germany has always bugged me since I started playing this game last year.

I think the best thing for that is the current Berlin-Moscow Axis which keeps Hitler and Germany forms a faction with the USSR. After Rosa Luxembourg and her revolutionaries were brought to justice, there was basically zero chance for communism to take hold once Hitler gained power. Not just the NSDAP hated the commies in Germany but, also the old Prussian Junkers, monarchists, various reactionary groups and pretty much the whole German military.

There was still a fair amount of support for communism among impotent voting blocks in Germany but, they had no ability to leverage any real power. I can't see something like a German Communist route unless the USSR also invests in sending foreign volunteers or something like that but, even that failed. Rosa Luxembourg and the Bavarian revolt failed and the USSR already tried to bring communism to Germany in the 20s but, they got crushed by Poland.

Honestly there is basically zero chance for Germany to go Communist in the realm of this game. Much higher chance of a monarchist coup led by the military elite and that will be represented in the game when the DLC comes out and the Berlin-Moscow Axis faction which is currently represented in the game and I hope it doesn't go away.

If Stalin had truly committed to the idea of "Socialism In One Country" and rejected the inherent international aims of communism which include the communist invasion of Germany which, the USSR with Trotsky and Stalin leading the Red Army had already tried once from 1919 to the early 1920s but, got defeated by Poland, and if the situation against the Western powers looked dire enough then its possible that Germany and the USSR could have worked together against the capitalist powers. This is represented by the Berlin-Moscow Axis in game. This is far more likely than any full blown internal communist take over of Germany after Hitler gained power.

Don’t forget about Sepp Dietrich, he shouldn’t even be on there in 1936.
 
The European alliance looks really really OP - why would the low countries and Scandinavia join an anti-Soviet pact? Maybe Poland and Finland but only in a defensive alliance (neither of them wanted to be sucked into a huge world war). The new leaders of Germany would be more occupied with taking revenge on France and Britain anyway. I think this might really mess up multiplayer game (but I like the rest of the changes like the return of the Kaiser).

EDIT: I've thought about it, and I don't think it is actually that OP, but it does seriously screw over the USSR. I also think it might be a bit boring having two democratic factions, although HOI4 ai always somehow starts a war. IDK?

Can't say for the low countries or Denmark or Norway but Sweden would join with the devil if he was killing Russians. I think Finland would feel roughly the same way.
 
Do you really think that they would join an agressive alliance to wage war just like that? People were sick of war in the 30s and no one in their rightfull mind in Sweden would support an alliance like that? No one in the Baltic countries or Finland would've wanted to join a anti-soviet alliance as they were ripe for a Soviet attack, and people at the time didn't know how bad Stalins purges were.

A Imperial restoration leads a AI France to be pushed towards communism. If France goes commie, the lowlands would be very interested in a anti commie pact
 
This is for when Germany go democratic, and I don't see that pushing France into communism... If France does go commie, it makes sense for a pact like that but that can should really wait until we get a France focus (I think we will get a universal focus for both low countries like the Chinese warlords).
