How to receive Cities: Skylines Loyalty Discount?

Hi,

I'm an owner of the Cities: Skylines game, and the Surviving Mars Steam store page mention a 10% loyalty discount, and other posts have confirmed that this is on top of the normal preorder discount.

However, I see no such discount when adding the game to my cart.

I also cannot see my version of Cities: Skylines on the Paradox Plaza, even though I have linked my Steam account. Is this related?

I can see Cities: Skylines (and the 11 other paradoix products I own) on the Paradox Forums, as I could sync my Owned Items.

How can I receive this bonus, or is this mention of a loyalty discount not true?

(I have also tried to create a HelpDesk ticket with this, but am unsure if the HelpDesk works as I received a 502 Bad Gateway response...).
