As new decade beginned, the government made another census of country's state. Starting with budget, there was sawn how harsh crisis started to be: budgetal incomes fell to 1,0224mld złotys per day, while expenditures remained at 1,6752mld złotys, with tariffs at 0,0961mld złotys, leaving polish daily budget at negative balance of 0,5567mld złotys per day. The amound of budget deficit was high enough to make government sure that Polish money reserve will shrink to state of national debt in following years, yet noone planned to let polish economy crumble because of it.

The economy, despite the state entering serious crisis, remained at decent state, although many factories (those which require expensive components, those which had little domestic demand and had to relly on export and those which produced only on needs of armed forces) had problems with negative balance for most time. Overall, industry grew by 13,7% between 1980 and 1990.

Population, according to census of 1st of January 1990, stayed at 50,43mln of people at all. The middle class grew slowly, though the growth wasn't that much satisfactionary.

To fight off crisis, Polish ministry of economics declared new investment plan, focusing on modernizing country's financial institutions, modernizing monetary system, studying economical theory of other countries, aswell as modernizing structure of market functionality and organization of labour to modern standards. The plan was planned to last at least 20-30 years of reforms and first point was modernization of financial system. As result, the government ordered to introduce Central Clearing of Debt system into Poland.

Despite heavy reforms, situation of budget only worsened. At 27th of February 1991, budget incomes grew back to 1,7271mld złotys per day, but expenditures grew to 3,831mld złotys per day because of industry support needs, leaving budget deficit at 2,1038mld złotys per day. Also problem grew with national debt, which reached 8,52963mld złotys or 13,5% of yearly income of Poland.

In August, when state debt reached 435,49mld złotys, the government decided to increase it even more by 1,060096bln złotys to stabilize reserve money and spend of it on opening state banking system for covering needs of economy.

While the government was dealing with financial crisis, Autonomous Independent Trade Union Solidarity (Niezależny Samorządny Związek Zawodowy Solidarność, NSZZ Solidarność), one of biggest trade unions in Poland demanded right to celebrate 1993 as memoriam to international work day at 1st of May. The government, looking for stability in population just after elections, decided to approve that petition.

Still, budget deficit was negative, with national daily incomes at 1,0303mld złotys, which meant that economy reform should continue to be introduced on.

All in all that sounds like a very positive few years - things are definitely looking up. The alliance with the USA though - hopefully that will not drag you into anything untoward.
 
One side, though important note:
- seeing people curious what my model of economic is, and what is goal of my economy with metodology system, I will answer to it.
- For first, what is important to me is to make sure that there's no economical regress, GDP should grow for as long as possible.
- For second, I want to saturate people as much as possible - not reduce imports, but saturate people with all necessities available - there is reason why I keep all factories open and subsidy each sector if possible. That means that my economy - which can't be entirely self-sufficient rellies on importing other things from abroad - as the lack of necessities on it means smaller production rate.
- For third, I want to make sure that government avoids debt, and especially bankroupcy. Second part of this chapter will see my efforts coming along - as after 2005 elections we will finally recover from crisis competely.
- For fourth, supporting both needs for consumables and active wealthfare is my goal too. I don't like seeing people in poverty - they are my citizens afterall. It also means introducing political rights - I introduce them slowly, but steadily.
Those are my goals of economy and society management. This game is still in what I consider early stage, as I mostly play long sessions and still have spare time up to 2300 for building up my nation.

National daily budget reached 3,5014mld złotys incomes (which was growth by 29,3% in comparison to 2000 level) and the expenses were at 3,079mld złotys (including 320,34mln złotys of loan interest, which was 82,4% of 2000 level), leaving positive balance of 422,3mln złotys.
Debt fell down to 6,3777465bln złotys (in comparison to it's peak of 7,09bln in May 2005, which meant paying down to 90% of it).

While Polish election were progressing, electorate support shown rather high support level fo Liberal SD and PO parties (1st and 3rd place respectively), relatively high for PZPR (2nd place), PSL (4th place), Nationalist Party (5th place) and nationalist RN party (6th place). Overall, Polish electorate was primarily divided on high Liberal (42,5%) and Socialist (32,7%) factions, while other smaller movenements were nationalists, populists, conservatives and traditionalists.
