Wrong website mate. The reason why article 13 was controversial was because people that made memes in video format would get copystriked. Using music or clips from movies would become much harder (if not imposible) for meme (and other) creators on websites like Youtube. Memes that are in form of pictures aren't affected by this.

Imagine you are an old politician that doesn't know how internet works. On one side you have companies and artists that are important part of the industry. On the other side you have jokes on the internet. I think it was very clear what will happen.

Also, if the law forced video platforms to manually comb through videos with people to check for copyright stuff and fair use, all the video platforms would either shut down or become exclusive for only a select few posters. Youtube is already a money losing platform, and that's with almost everything automated. How much more money would it lose if it had to hire thousands of people to check the thousand minutes of new video constantly being uploaded to the platform?

Well, for one, the CEO of Google was having hard time justifying the costs, and made some murmurs towards if worst comes to worst, and depending on how EU is going to use its laws to punish google programs and google owned companies, that it'd be easier to simply cut European Union out of Google services and focus more on China, as China is an easier customer to satisfy, even with all the demands China has on censorship all on its own.

Also. Back to mEMES while we still can post meme's without being Fined by automated bot for doing so.
