Wrong website mate. The reason why article 13 was controversial was because people that made memes in video format would get copystriked. Using music or clips from movies would become much harder (if not imposible) for meme (and other) creators on websites like Youtube. Also, if the law forced video platforms to manually comb through videos with people to check for copyright stuff and fair use, all the video platforms would either shut down or become exclusive for only a select few posters. Youtube is already a money losing platform, and that's with almost everything automated. How much more money would it lose if it had to hire thousands of people to check the thousand minutes of new video constantly being uploaded to the platform?
