So I'm having a bit of a weird issue with my laptop. My DLC is all greyed out and I cant select it. Launching a game is proving that the DLC is essentially not working.

I have tried a few things:

Verifying the integrity of the game files in steam

Deleting the DLC confirmation file from the documents directory.

Neither one yielded results. I completely uninstalled the game. Including deleting any leftover files, and the folder that exists in documents containing mods, and such.

Still the issue persists. However I noticed after deleting that directory in documents. I verified the cache, opened and closed steam a few times but it's not recreating that directory. Not sure if it's normal. I can put the old one back from recycling bin. But still the issue persists.
 
Add ck2game.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
 
im also having this issue, just started up ck2, and its acting like i dont own any of the dlc..... but i own most of them >.<

and no its not a firewall or antivirus issue for me, that i can tell you right now

EDIT: it seems that if you COMPLETELY restart steam it fix's this problem ... so i guess its a steam problem lol

Yeah tried the AV and Firewall trick. Didnt help. When you say you restarted steam did you do anything special. Still not working for me after a couple complete restarts of the whole system. Next step I'm thinking unistall, and reinstall steam, maybe.
 
Which AV app do you use? Some need extra steps.

FYI this issue has nothing to do with firewalls.
 
Avast. But wouldn't disabling it entirely have worked.
No, as AV apps don't really disable when you do that manually. This is because that's the first thing malware tries to do!

Avast is the single most troublesome AV app for this game, for some reason. You may need help for their support to allow ck2game.exe to write to the User documents folders properly.

Alternatively Use Notepad to make a new text file called userdir.txt in the Steam CK2 folder where ck2game.exe is. In that file place a single dot, save and exit. This tells the game to write the user files right there instead of under Documents.

Just for info:
A new directory only gets created during the load process after you start the game.
