Change House Option MIA (Ruler Designer DLC)

This issue cropped up recently and I thought perhaps it was a mod causing an issue, but even after clean reinstall and disabling all my mods, the button o open the dynasty shield customizer is still MIA. Image linked below.



I'm not sure how to go about fixing this, so any help would be appreciated.

Aside from the DLC being disabled I'm not sure what else could cause this.

This used to be okay for you, up to some point?

Is this just in one particular save game, or also any new campaign you start?

Is this picture there for proving that you got the Ruler Designer ?
Nice, but you need the Customization Pack DLC for the option to customise your COA.
