I think the current "best guess" is around October, as Paradox has tended to have roughly a year between announcement and release in the past, but it's all just speculation at this point.

It don't really matter, more important to get it right rather than release it soon. The game's reputation will be very much dependent on what state it release in, no matter how much development it get afterwards.
