I didn't find the "mod" folder on ~\Documents\Paradox Interactive\Crusader Kings II\mod. I want to download Rise of Islam mod but I don't know where should I place the mod files.

If there is no "mod" folder in \Documents\Paradox Interactive\Crusader Kings II\ yet, then create it.

Oh OK, so I just create a mod folder and done?
Yes.
Done ? Well, assuming you then unpack the mod itself without creating an extra subfolder in the process, yes.
 
Well, the mod itself came in a .zip. So I just extract it in the mod folder?

Yes. Got to have a modname.mod file and a modname folder in there after unpacking, the latter including a similar stucture as the
game files folder. Unpacking still can sometimes create a seperate layer folder. In such case just move the mod folder out of it.
