Prisoners Abroad from Annexed Nations Causing Negative Stability Tick

Please explain your issue is in as much detail as possible.
I have 3 prisoners abroad. As none of my generals were captured, I'm guessing they were former generals of nations I annexed that have been captured. The system sees them as mine. The ransom is an egregious amount of gold.

Steps to reproduce the issue.

The same happened to me when I annexed a Greece minor as Athens: I captured an enemy general post-battle and as soon as i annexed said nation the "Prisoners abroad" malus appeared. As the character was still imprisoned by me, I tried releasing him but to no avail. The malus persisted even after his death.
 
I ran into this bug last night with a twist. I captured some admirals and generals in a war, and upon annexing their nations I was hit with a bug for having prisoners abroad... for guys that were sitting in my dungeons.
 
That's even more malignant a strain than mine. I was able to console kill the 3 prisoners off and remove the negative tick.
This has been reported a bunch of times, yes. In my case the enemy admiral that was now my own prisoner in my own dungeon of my own newly-expanded nation also cloned himself and led to double penalties. These persisted after I let him out and granted him citizenship, because of course they would.

That admiral sounds like he is strong with the dark side, having cloned himself (Darth Sidious).
UNLIMITED NEGATIVE STABILITY!!!

In all seriousness though, that sounds like some serious trouble :mad:.

Yep, I have this in my current game. I had him released, and now I still get the penalty and there are 2 of him:

Odd. For me, so far the malus disappears upon death. I'm still waiting for bloody Pyrrhos to die!

I'd essay the core reason is that, when prisoners are created and swept up after annexation, their tag ownership is reset to yours... but not for any that you (or, by extension, allies, which would creates a separate problem) already have captured...
 
I have created a very small mod on the Steam workshop to negate the stability impact of having prisoners abroad. Search for "No stability impact of prisoners abroad" and try it out if you want. Of course this is no permanent solution since it also removes the intended stability consequences of having your own generals captured and so on.
