In the paradox wiki, it said that Egpyt has a unique event called the cult of serapis which allows players to rather adopt full Egyptian culture as Ptolemy or just part of it.

Nevertheless, I played for almost 50 years but I didn't get that event. Is that a bug or i missed something?
 
Not the culture, but religion. You can adopt the Kemetic religion as the Ptolemies.

This event is disabled if you own the latest dlc, but you can still change to Kemetic via a decision. When it comes to the Serapis cult, it's a part of one of the dlc's missions.

Heirs of Alexander DLC disables it

Heirs of Alexander puts it in the Macedonian pharaoh mission tree, which funnily enough it does say on the wiki in the next clause

It uses words "Cult of Serapis" but it's different event that does different thing.
While both of them enable pantheon deity of Serapis, DLC version doesn't allow to change religion/culture like the non-dlc version does, and this is the feature OP was interested in.

I wish I knew this before I purchased this DLC, because I purchased it just before an intended boharic Egypt run. Just double checking, others sometimes mention "it's possible through a decision" but I guess that's not true? I'm in ironman mode so I would like to not use console commands.
