How about keeping a measure of the carnage levels for MERCs and then adjusting the recruitment and maintenance fees accordingly?
A running score could be kept for each nation based on something like length of employment divided by losses then compared to a standard for any given game. A nation could get a reputation among the MERCs for things like using them to assault forts, incurring horrendous losses, then firing them, and hiring another batch. Once word of things like this get out, you'd expect the recruitment cost and monthly fee to rise.
Nations with a poor rating would probably have increased negative modifiers when trying to bribe MERCs and conversely, enemies would probably have a better chance to steal their MERCs away via bribes.
