Maybe in the future but as it stands right now the game is abandonware. Which is tragic because it was really starting to hit its stride with the last big update.

When corporations say the kind of noncommittal fluff that PDX has concerning the future of Imperator, I read it as meaning that development is ceasing permanently. Unless something crazy happens like lots of people suddenly buying the game (essentially no chance).

The official answer is "not for the foreseeable future", if that future is one year, two, five or the heat death of the universe remains to be seen.
General consensus is to not expect anything until further notice.

There’s a lot of pessimism that it won’t but I think in the future it will. Mainly being that the game is actually great and I’ll lose hours playing it sometimes but it suffers from a lot of bugs and some design choices (king generals, more events needed), lack of polish surrounding trade and diplomacy and by looking at other Studios like Creative Assembly being upfront that there will be no more DLC on Three Kingdoms. While fans don’t like hearing it, at least the nail has been hammered in but Paradox have stated there will not be development while they restructure their teams during the pandemic. If development was actually over then I’m hoping they would have stated it like CA did with 3 kingdoms. Not supporting that they should make a new game though.

I might be far too optimistic but I think IR could have 6,000+ daily players if Paradox really focused on QA and bug testing, recycled EU4’s steady diplomacy (factions breaking alliances at 100+ opinion) and vassals, and developed a trade system that uses IR’s current trade goods feature.

One certainly can, but it would be prudent not to misplace expectations to not be faced with disappointment.
As far as track record goes, we only have CK2 to go by with PDX, as their only shelved game with the current DLC model.
There, they never actually announced the end of development, they released a few (pretty great) patches, then went into radio silence until the announcement of CK3.

Maybe PDS will not resume development but that does not make it a dead game.

While there is a player base that plays the game regularly the game is alive. On top of that, if you have active mods developing the game, I would say the game is full of live.

Finally, PDS has said they may develop I:R 2.

I do not see but a bright future for the franchise.

A few months after release, people on this forum confidently predicted that Paradox would never invest the time and effort to make fundamental changes to the game. They were wrong. Today it is said that they won't ever come back to it. I will tell these doomsayers what I have said to their predecessors: Paradox will not write off classical antiquity as a time period for their strategy game, and they won't remake a game from scratch when it would in any case look pretty much like this one. So of course they will return to Imperator at some point.
Besides, this is Paradox we are talking about. They are known, among other things, for buggy releases and unending lists of paid DLCs. But scuttling a GSG after a year or so? That has not been the way they work.

By the way, can anybody tell me what was the case with Surviving Mars? I know it's only published by Paradox Interactive, but if what I've heard about it true - it ceasing development and then returning after a year, then it gives a lot of hope that the same will happen with I:R

Well they abandoned both March of the Eagles and Sengoku. What do these games have in common with I:R? They are all games that didn't have a very large fanbase. I really hope that Paradox does return to Imperator, but I'm not optimistic. I think it's highly unlikely that Paradox is going to return to one of their least popular games (there are Paradox games that are a decade old and still have more players than I:R) after taking a break from development for at least a year. They are a business after all, they can't continue to pour resources into a game that very few are playing. I think we should feel lucky that they put as much time and effort to improve the game as they have considering its disastrous launch and low player numbers. Again, I hope I'm wrong...

The original developers (Haemimont Games) moved onto other projects after the Green Planet DLC a couple of years ago. Paradox eventually hired Abstraction Games to continue development.

That situation is a little different because Paradox only published the game whereas IR was developed in-house. They could hire an external dev team to resume development, but that comes with a number of challenges, especially finding a trustworthy studio committed to a quality product. Last we heard is they're still trying to hire internally to fill open dev positions for all their products. There's still a fair number of listings still open on their jobs page, but with the covid vaccines rolling out, some of the pandemic problems around relocating for employment may ebb.

I think that was before ck 3 was announced. Also everybody was expecting that ck 2 was about to be dropped at some point. It is a great game but it probably reached its limitations. Just look at how EUIV has become. On the other hand when the news about Imperator came out you had a lot of backlash from the community (not that I am implying that this changes anything for Pdx). I still think there is some hope for Imperator.

My memory may be playing a trick on me, but I remember people speculating if there would be more CK2 DLCs all the way up to the announcement of CK3.
I also kept close tabs on development, but if you have any sources I missed, I'd appreciate it.

I won't argue against Imperator's potential, as I definitely agree it has a lot, but it would certainly be a bet, one PDX as a corporation might not be willing to take unfortunately.
