What does it mean by owned by fort? As in, retaking a fort you own?

So if I have them sit on a territory adjacent to a Barbarian stronghold near a fort, I can eventually get it. Cool, thanks. Trying to get Legio Augusta

just play a campaign with an early legion until 700 or so tbh.
