I'm playing as Rome and I researched the tech "Professional Training" and already had enacted the law "Punic Reforms" and when I go to raise the legion in my capital it says I don't have the right laws. Did I do Something wrong?

Well that does sound odd, I have never had an issue like this. Dose it say this in the legion creation tab? if so are you able to post a screenshot?

Ok, this is a first for me. I looked in the bug sub-forum and did not see anything related either. Maybe other will know more.
Given you have 50k money and are in deficit, combined with the fact that you have next to no levies implies you may be using console commands or mods , in which case they may have caused a problem wih raising legions. If not I have no clue
i did use console commands but the research and laws were not touched, maybe that caused the problem?
Potentially, have you restarted your game and tried on another save?
If the problem repeats, I would reinstall and verify game files. If not, avoid console commands in the future they are unintuative and are easy to mistake.

I have exited and entered the game on the same save and that didn't fix it. I have't reloaded any old saves
