Under some circumstances, yes.
  • You'd need your PDX and Steam accounts to be linked in order for the ownership to be discovered (it can take a day for ownership to sync between accounts)
  • The game needs to be released on the PDX distribution platform - The coverage there is a bit spotty, unfortunately
It'll be a bit hit-or-miss but on the other hand, if you already own the game on Steam it doesn't cost you anything extra to try ;)

If I were to buy a game though Steam, would I then be able to download it and play it though the Paradox launcher without Steam installed? Thanks.
Of the games I see under your name here only Stellaris was ever released in the standalone launcher platform. The Stellaris Devs have decided to not support that any more so only older game and DLC versions are available there now.

AFAIK the only games that still run okay under the standalone launcher are some older games like Surviving Mars, Battletech and Imperator.
