So I have been playing the game up and until the last update. It was all fine.

After the update, the game doesn't load (launcher is fine) . I disabled mods/workshop and nothing. After the loading bar goes to above 95%, I can hear the game audio for a while (a minute or so), but video is stuck on loading bar and then it crashes.

I even used --NoWorkshop, created new maps, nothing.

That will not stop mods being used. Try using -noWorkshop -disableMods , can you then start and play a new test city?
 
It looks like you've run out of memory:

Maybe set it to 32GB (32000 mb) for pagefile initial size and maximum size.

So I tried a few things,
1. -noWorkshop -disableMods THE GAME WORKED.
2. I removed all launch options but unsubbed all the workshop mods leaving only the default mods (like unlim cash, soil etc.). THE GAME CRASHED
3. In addition to the above, the default mods were turned off too. THE GAME WORKED.

Is this a memory issue then even was running the game+mods all fine a day before the update? @MarkJohnson

Hi for some reason there is no output that I see after the subsequent crashes. The default mods work sometimes like approx 2 out 5 times I try.

I even did a try with only Move It mod only which works. At this point everything is so random that I dont know. I even updated my graphics card drivers too. You think a fresh install would help?

That implies cities.exe does not even get started, which cannot be a mod problem.

Can't hurt I guess:

- Remove the game from Steam (uninstall)
- Manually delete all these files and folders, if still there:

...\Steam\steamapps\common\Cities Skylines\
...\Steam\SteamApps\workshop\content\255710\
...\AppData\Local\Colossal Order\Cities Skylines
(first move the /saves/ folder elsewhere to keep your save games)
(To see the AppData folder you'll need to enable View Hidden Items in File Explorer)

- Install the game again and see if it runs now.

Hey Andrew, did everything, cleared everything. Reinstalled the game with the noworkshop and no mods launch option, no luck.

I hear the in game sounds (water running, little birdy) but the video is stuck and then it crashes. But weirdly no output logs maybe because the game might not detect it crashing. In that case, I might narrow it down to it being my NVIDIA graphics card since I got a VIDEO TDR BSOD error once (other games work okay though). Let's see if I can find a solution.
