Win7-8 comp mode + administration run.
That will cause problems all of its own, and is not necessary.

Right click on stellaris.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate to refresh rate 60.

Then start a new test galaxy - any better?

Last time it was crash right after first day passes, but i reduced all the graphical settings to minimum and it let me through... strange and no crash logs this time... i have no clue,

The game is still set to 144hz refresh rate there. Please set it to 60, I'm pretty sure that will help you.

I think it worked, problem was when i start from steam it put back to 144 but from local folder keeps the 60, thank you so much i hope it solved it, i am in mid game and so far nothing happened!

Thanks again! I be back if issue coming later :)...
