I bought the Galactic Paragons dlc on steam, but it doesn't appear in the dlc list in the paradox launcher. it doesn't even show as unowned, it isn't listed at all. It doesn't show up in the game either.
It does appear if I launch the game through steam.
How can I fix this? I tried uninstalling and reinstalling through steam, but that didn't help.

The dlc is listed in the DLCs tab on steam, and is checked as enabled, as are all of the dlc I own.

The launcher version is "Cepheus v3.4.5 (a361).
At least I think so, I'm not sure if that's the launcher version or not, it's not very clear.

The launcher version is "Cepheus v3.4.5 (a361).
That is the cause of your problem; new DLCs can never work in old game versions. Current is 3.8.3

From that first screenshot you are running the game from our launcher in standalone (ie non-Steam) mode. The game is no longer supported there and only has old game versions and DLCs visible.

You'll need to run the game from the PLAY button in Steam from now on.

Ah, I see now. Its a bit odd that the old launcher is automatically downloaded after installing the game through steam, when its defunct.

It is not defunct. It has two operational modes; standalone non-Steam compatible, and Steam-compatible when triggered by Steam. You are now using the second mode, as the first mode is no longer supported by this game.
