No DLCs. No mods
I have went over the following solutions to resolve this issue:
- Rebooted the computer
- Installed C++ Redistributable and .NET Framework 4.0
- Uninstall and then reinstall the game
- Uninstall Steam, then reinstall both Steam and the game
- In all 4 methods, I also wiped Paradox Interactive launcher from my system, deleting the 3 files in AppData
- In all 4 methods, I used Steam's "Verify game integrity" function. All 4 times, it came back clean.

I have attached relevant files to this post. No error.log file was ever generated.

That's an odd log; no error but it just stops. Has this game ever worked on this machine, or never yet?

Delete that log file then run cities.exe directly from File Explorer. That can't start the game (even if there's nothing wrong) but I want to see the new log it makes then, thanks.

It hasn't worked on this machine. In fact, this is the first time I installed it.

Exactly the same, as you can see, so we still have no clues as to what is wrong on this machine to cause this to you.

Run a Steam Verify operation against the game. Does that find anything to fix?

If that doesn't help DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.


AND install and run the free utility Speccy. Send its output to a text file and attach that here please.

No mention of the game in that dxdiag, but you may as well update that nVidia driver to this month https://www.nvidia.com/Download/index.aspx?lang=en-us

I see you have BitLocker - is the drive that this game is installed on, and/or the drive the user files are on (C:), encrypted? I'm not sure the game is tested in that situation.

A few Windows updates have failed to install there, a bit disturbing given Windows has only just been installed! If you run Update does it find anything to do?

And please try unloading Nahimic and Discord - does the game get further then?

Did all of these things (And C drive has BitLocker off). No dice.
 
Make a new Windows user on this machine and log into it with that. Go into startup settings and disable everything you can, and reboot. Log in as that new user again - any change to the problem?
