I was wondering the same. I think the game could really use one given it is sufficiently distinct from Stellaris.

It's really frustrating to run into things which have either missing or poorly explained tooltips when there is no wiki. For example, I have no clue what the effect of enforcing Humiliation is on the loser.

Yeah it would be useful.
The trade system seems to operate a bit differently to Stellaris. No piracy, no manual re-routing trade. I cannot figure out how it's calculating the value at my home world, given the significantly higher connected trade value in my Empire. Could be a bug.
 
Yea I just use the ship as an advance scout before science ship and then park ship in orbit until needed again. If could sack the governor to deploy another scientist i would.

I've said it before, but it bears repeating: why don't we have engineers? Get rid of the governor and give the Federation engineers. There's a line in DS9 in which Weyoun or Dukat mention Starfleets famed engineers. They'd be much more useful for construction ships and starship research.

I still think the Oberth-class science vessels should be ditched in favor of the Excelsior-class starships at the start of the game. The Excelsior class was the workhorse of the Federation. Also, Starfleet's primary mission is science and exploration, and each ship is essentially a well-armed science and exploration vessel. The Federation's advantage should be that every ship can be used as a science or limited construction ship. There should be both the regular slot for a captain, then a second slot for either a scientist or engineer. And special ships, like the Enterprise and Voyager, can have a third slot so they can fit all three roles.
