Does the launcher hang the game or does it hang after you click "play" in the launcher? If the launcher already hangs, you could try to add
But in general, a program which does not run as admin, should not be able to hang your computer. At least ctrl+alt+del should still allow you to kill it. If that doesn't work, there might be a bigger issue.

--disable-gpu to the launch options in steam(or whichever store client you use). If it only hangs after you click play, try to change the display mode in the game settings of the launcher. For most people it helps to use "borderless fullscreen", but in some cases one of the other modes is necessary.But in general, a program which does not run as admin, should not be able to hang your computer. Upgrading directx should have no impact, because eu4 is still using directx 9. But maybe it got broken during the update. Though a broken directx usually doesn't lead to a hang.
Have you tried changing the display modes in the launcher?
Select a different display mode in the game settings and try to start the game to see if that helps. "Borderless fullscreen" often works best
