Okay, so this error has not allowed me to play EU4, neither HOI4, the thing is that i tried almost everything on my power to solve this without any luck, like making antivirus exceptions, installing every visual C++ redistributable that i can, verifying integrity files, reinstalling the game fresh multiple times and so on, i too made a thread about this on the HOI4 forum and nothing that was said to me helped to solve this, tho i could find a "solution" partially, it seems that i can run HOI4 and EU4 on a certain version, to be more specific the versions that had the old launcher, after that every version of those games would give me the same error, i am partially sure that this is not a compatibility problem, i can run vicky 3, crusader kings 2 & 3, and some time ago tried cities skylines on this same computer with no problems, i just don't understand why this error happens to me.

I would love some help with this.

Doing that bypasses both Steam and our launcher.
 
This error code translates into hexadecimal 0xC000007B, which, according to the Microsoft documentation means:
Code:
STATUS_INVALID_IMAGE_FORMAT

{Bad Image} %hs is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.
So, it appears that either the game file itself or one of the component modules it needs is damaged. Most likely cause is a virus scanner interfering with the installation.

Nothing will happen, literally nothing not even an error message or something like that, just the "loading" circle of my pointer for like half a second.

I reinstalled the game again with my antivirus off, and made exceptions of the game's .exe and all the EU4 folder.
Still the same error.
 
Which AV app do you use?

Make a new Windows user on this machine, and log into it with that. Go into Startup Apps and disable everything, and reboot. Log in as that same new user - do you get the same problem?

My AV is avast, i did the new user thing but still got the same error, but i noticed that i couldn't turn off the avast startup, it just wouldn't let me, i turned off all the other apps but not avast cause of that
 
So just for you to know the last version that i can run is 1.28.3, as i said the one with the old launcher, every version after that will give me the same error, i hope this might help or something
 
I see two options for you:

- uninstall Avast entirely, and use Ccleaner and Revo Uninstaller to make sure it is 100% gone. Then I'm sure the games will work; you can then install it again
- seek help from Avast support on how to make 100% sure it is not interfering with eu4.exe , hoi4.exe .

I uninstalled it and made sure that everything is gone but still got the same error, i just don't know whats wrong anymore.
I looked for avast support but i don't understand very well how that works, as i read it is only for paid avast? im using the free version and couldn't find any mail either.
 
I have no idea on that last bit, never used Avast.

Please install and run the free utility Speccy. Send its output to a text file and attach that here, thanks.
 
As you can see in there, Avast is still running! I'm pretty sure that is the problem here. Did you use Ccleaner and Revo Uninstaller on it, after whatever uninstall process Avast give you?
