This is a bug that is completely preventing me from progressing and that happened to me a few weeks ago. It prevents the total recovery of my troops lost in combat and breaks my military power. I have tried everything: raising the armies then disbanding, restarting the game, deleting the game and creating a new one, redownloading the game, everything. the missing soldiers are probably the special troops Haestein starts with. They don't replenish if they die but the game will still count the starting amount.
If you go to the military tab screen, under your Men at arms there should be 1 or 2 stacks of 'special troops' ... in the first screenshot it says you have 617 special soldiers, thats what is left of your starting 3000+ troops

you can try to get the levies higher by raising control in the counties you hold personally, but the 'special troops' are never going back up, if they die they don't come back
I just realized I'm too stupid. I often took Montaigu but my character died too quickly to see the difference between special troops and military levies. Thanks for helping me
