Have you tried disabling the mod to confirm that it is the mod thats causing the problem? Adding up the empty households in just a few medium density and low rent properties I see well over 300 vacancies, but I am not seeing new cims moving into the city. I have zoned enough housing that my demand meters for all three densities of residential are at zero and new buildings are not growing on zoned areas. There are plenty of empty jobs in the city. In fact I need to get more cims into the city to fill those jobs. Unfortunately it seems the only way the city can grow is if the birth rate exceeds the death rate and when those extra children become adults they move into vacant properties. That's not ideal. I would like see some immigration if there are enough empty homes and jobs to draw new cims to the city.

Unfortunately, I can confirm this. The mod worked just fine without any negative side effects and helped DRASTICALLY reduce homelessness, but when my city reached ~35k population it started falling apart. I had plenty of open job, low taxes on everything and high happiness - but the residential demand in all 3 categories started tanking until it reached 0 and never went back up. Yes. If I disable the mod people flood into the city to fill the vacancies and new buildings grow on the empty zones.
