Right... so what are you system specs, operating system, system settings, what did you do so far to fix it?

Intel(R) Core(TM) i7-7820HQ CPU @ 2.90GHz 2.90 GHz
32,0 Go ram
NVIDIA quadro M1200

i tried disabling full screen optimisation, running on compatibility mode with every option, lowest settings, i tried all resoluions, mods, settings on windows such as game mode on and off, power setting, set my graphic card to max performance, update my drivers, and other stuff i cant get on top of my head !
 
Your GPU is well below the minimum requirement of the game, the Nvidia® GeForce™ GTX 660, and your CPU is equivalent to the minimum requirement there, the Intel® Core™ i5-3470. I don't think we are going to be able to fix this for you here I'm afraid! Please seek a refund from where you bought the game.

According to Intel, the i7-7820HQ from 2017 should actually exceed the minimum requirements of the i5-3470 by far and be able to match the recommended specs of the i5-6600.

The Nvidia Quadro M1200 is based on the GTX 960M and should also be sufficient. The drivers could be problematic here since they are not optimized for gaming. Trying to install the gaming drivers from NVidia could help if it works.

That *highly* depends on what kind of graphic effects you want to do on this chip. It is, after all, below the recommended specs.

Case in point. A few years back, my then Windows 7 rig had a GTX 750i video board installed (same Maxwell GPU chip as the M1200/960M uses). Playing World of Warcraft on it for years, without any major issues. FPS was usually around 60, unless entering crowded spaces, where it then would drop to around 40.

And then came a new quest line scenario in the Heart of Azeroth cave. And my 750i couldn't cope. At all. Frame rate plummeted to around 1 per 2 seconds. Let that sink in. From what normally was 40+ FPS to less than 0.5 FPS, simply because that specific scenario started using some new type of graphics effects.

So, I bought a GTX 1660 super (just one notch above the recommended graphics for victoria 3), and that same scenario that horribly crippled my 750i was humming along at near 60 FPS.
