If one or both parties of a betrothal become a mayor, they become forever stuck as betrothed and never marry

Description​

Great way for your dynasties good traits to die out. I believe this is an old issue still present in 1.15.0.2. Can be solved via console by adding the non mayor party to your court, and then allowing the marriage which sends them off to the mayor's court. More annoying to fix if both are mayors.

Steps to reproduce​

1. Make a betrothal
2. Make one of them a mayor

This is for feudal Barons too, most likely because Baron-Tier Rulers don't have an AI, so they can not fulfill the Betrothal.

But hey, we have China on the Map now.
I would rather prefer, that the Devs give the Barons their AI back.
