Yes, I have many mods installed, it's because the game is almost unplayable without. I have never used mods in the first version of cities skylines, but since you are now releasing creator packs via mods instead of building own content that's usable without mods, I might as well start using other mods too.

Amount of people employed in the office is variable and based on company profits. And not only the office profits, but the whole company.

Having said that, immaterial products from the offices aren't consumed correctly leading to low profits in certain industries like media and telephone companies. That's the real bug.

I see same issue with zero mods installed. Many of the high density office buildings are now at 5/5. I have 2 identical sky skyscrapers in same development. 1 is at 409/409 employes and other is at 5/5 employees. They start high and then dwindle down.
 
This is because immaterial product sales have been bugged since ancient times and when the storages in the companies get full, their profitability goes down and they lay-off people.

I noticed that they're not really being sold to anyone so their products just pile up until barely anyone even works in their companies anymore. All office types are affected but Media is the worst offender followed by Telecom.

The evaluation can change the number on the left, but it is too fake to change the number on the right to 5. The capacity of a building is 5?

Funny thing is nobody knows if it even goes back up to the original capacity once the company starts selling their products because companies usually never recover. They should just force those companies who are unable to sell out of the building instead of keeping them with 5 employees.

I'd rather have a revolving door of office companies with max employees than a bunch of 5/5 offices, but obviously I still prefer that this bug gets fixed.

Also I wish they let multiple companies occupy one office building because it can't be just this one company in all 60 stories of the building with 5 employees.

Number on the left is hired workers. Number on the right is total jobs available. Number on the right reduces and increases based on the company's need for workers and number on the right is filled by different job finding mechanism.

In short, company reports how many jobs it has to offer, another mechanism fills the jobs with available workers. So left number tries to match the right side number.
