Just like in Hoi4, shared focus trees are being developed lately, like those of Sabaad, the Austrians, Congo, etc.

When Portugal or Spain tells its Iberian brother to sign this pact?

These approaches should be unblocked.

The tree would initially be among the Iberian countries. But it could be extended to colonial titles in Africa, areas that were once Aragon or Spanish America.

Basically, it would involve preparing the Iberian Peninsula for war.

Creating forts, industries, etc.
Some approaches if the Axis is chosen, and another if the Allied is chosen, or another if the Independent is chosen (where Spanish America is invited).

If a country takes over an Iberian state, it could hold an event to form a unification government.

And you could integrate all the countries in the faction, like Spain or Portugal, and acquire their officers and armies.

This tree would be great.

I actually really like the idea, especially since the fascist Chile has the option to ally with Spain. A sort of Iberian Pact would be very interesting

I would take it to develop resources that would be impossible to do otherwise within the 1936-1948 timeframe. Also a powerful research group that would grew more powerful/weaker on each added/lost Ibero-cultured countries.

Politically, maybe just strengthening the leader's ideological movement for all its members. For expansion, maybe checking the influence of non-Iberian major powers.
