Do things like subsidies and the welfare office (i think that's the name) help with keeping crime low?
Also if a person still has money, will they go through their "savings" first before turning to crime?
Crime is mostly caused by poverty is a result of unemployment.

I have no idea what exactly causes a citizen to become a criminal. The pre-release blogs said low wellness did it, and when I tried to modify the chance of cims becoming criminals, it was a dismal failure. I agree with you on the root causes of crime, and if I were successful, employment would directly increase the chances of that cim becoming a criminal concretely...but I was not successful. My mod simply ties the crime rate to unemployment, not the amount of criminals. It's not a perfect solution, but it gets the job done of making crime more difficult to manage when your cims are out of a job.
