Hi Team!

In the current 4.04 patch, I got hit with a galactic storm, researched Planetary Storm Negation and went on to build relief centres - only to not find them among the available buildings on the planets (neither the ones affected and the not affected ones).
My civ origin is Primal Calling with Beastmater and Environmentalist civics.

These only show up in the building slots added by specializations for the energy/mining/food districts for whatever reason.
Can you explain for a dumm dumm like me? I have the research and a specialization, but still don't know how to build it.

You're lacking the techs needed to specialize. You need:
  • Global Energy Management
  • Mineral Purification
  • Food Processing
These are a prerequisite to even start specializing your rural districts.
After that you need the rural research district techs.
 
Personally I think this is a type of building you should be able to build in any district.

Its only purpose is to buff workers, so it goes in the worker specialization slots, like e.g. Energy Nexus.

It can actually also be built in the Trade Specialization for whatever reason.
It gives clerks. Probably a bulk "every building that gives a trade job goes in the trade district" change at some point.

I was going to say it also reduces all job production penalties, but apparently storms don't reduce job output anymore, other than devastation?
