I changed my foreign minister to an "ideological crusader" who should, according to the tooltip, be able to share research with states of the same ideology as my own state for 0 (instead of 1) diplomatic points.

But that does not seem to work. If I (as germany) share research with nationalist spain (who I influenced fully to fascistit before) it still costs 1 DI.

What do I miss here?
 
You aren't missing anything. It doesn't work as intended.

And I was wondering if the game makes a difference between "national socialist" and "fascist" regarding the exchange of technology. But if it simply does not work as intended then I use DI to cheat myself some influence and start spreading technology among my future allies.
 
silly trick if you want to help your pals very fast:

wait until you have the needed DI points to share a tech. then do not leave the list were you pick the techs which should be shared with your target (means everything has to be fine for you before, works, eg during SCW).

the diplomat needs one week to return, so wait this week, still staying in this menu. after one week, you can share again, no matter how many points you have and you can repeat it as much as you want. but your ID points are in minus afterwards and you cant do anything else dring this operation.

but, playing as germany, i'm sure that this saved Francos ass more than once, and Tennos imperial hind quarters as well.
