where is the Rhineland???

I'm playing platinium version of World in Flames with Armaggedom. And in multiplayer as Germany I never get the event "Re-occupation of the rhineland" to trigger...the event file say that i need to garrison saarbrucken and cologne but i get all my divisions there and still nothing:confused:... any help please?

What month is it? The event doesn't enable until March.
