0 Courtiers Spawn When I Start a New Game with Custom Ruler

Description​

Since the new update, whenever I start a new game with a custom ruler, 0 courtiers appear in my court. The only ones that spawn in are mayors or Suffron Bishops. This problem does not occur when choosing a premade ruler. They get their usual amount of around 8.

Steps to reproduce​

I start a new game (always 867 start year). I create my custom ruler. When that is done and I enter the game, there is 0 courtiers. Not many steps.

It's not just custom rulers, sadly.

Can confirm this, having tried to start 2 games as a count in both the Poland and Southern France regions. No courtiers and multiple empty councilor slots.

Having exactly the same issue since the last update....
Te bug is with custom ruler but also with existing ruler : there are only courtiers from noble house or the bishop.
I ve reinstall the game and started without DLC, still the same issue !
